Alexandria, Virginia plans to procure, by a competitive solicitation,
''Evaluation Program for Morale, Welfare and Recreation (MWR). This
contract is intended to provide the U.S. Army CFSC a quick turn-around,
analytical, research, and evaluation capability on time-sensitive
issues surrounding the provision of MWR programs for members of
America's Army (active component, reserve component, and civilian
workforce). The contract will enable CFSC to better identify soldier
and family member areas of concern, need, and attitude toward the Army;
identify means to address those needs; determine program effectiveness
versus cost; and make precise programmatic links to Army quality of
life, readiness, and retention. Objectives of the contract will be
achieved through a wide range of methodologies including written,
in-person, and computer assisted telephone surveys; analysis of
contemporary literature and trends; and scientific evaluation
techniques. It is anticipated that a Cost-Plus-Fixed-Fee/Requirements
type contract will be negotiated. Period of performance will be for one
year with four one-year options. Solicitation DASW01-96-R-0050 will be
available on or about 8 March 1996. Requests for a copy of the
