Hamrick, Contract Specialist - (703) 875-6842 The Department of State intends to procure information systems security services. The contractor shall perform security evaluation and certification of DOS automated information systems. This is a competitive 8(a) acquisition, pursuant to Section 8(a) of the Small Business Act, and Federal Acquisition Regulation (FAR) Parts 6.2, Full and Open Competition after Exclusion of Sources, and 6.204, Section 8(a) Competition. The applicable SIC is 7371. Contract services will be performed by the contractor at various locations within the Washington Metropolitan Area, primarily at the Department's annexes in Dunn Loring, Va. and Virginia Avenue in northwest Washington, D.C., as well as at overseas sites on an occasional basis. Offerors are expected to provide a complete technical and cost proposal in response to the solicitation. The successful offeror is required to possess a Top Secret facility security clearance in accordance with the DOD Industrial Security Manual, DOD 5220.22-M, prior to contract performance. Depending on their assignment, all contractor personnel assigned to the contract must possess either a DISCO Secret or Top Secret personnel security clearance prior to contract performance. Top Secret clearances are required for personnel having access to DOS systems which process Top Secret information. Specifically designated contractor personnel must have Sensitive Compartmented Information (SCI) clearances. Any firms which form joint ventures for the purpose of bidding on the contractural effort must also comply with the facility and personnel security requirements stated above. Contractor personnel will be expected to travel overseas as needed. The Department contemplates the award of a cost plus award fee contract for a 12-month base period and four 12-month option periods. The contract will also contain FAR Clauses 52.217-8, Option to Extend Services, and 52.237-3, Continuity of Services. The solicitation release date of March 28, 1996, is an estimate. However, responses to the request for proposals will be due 30 calendar days after the actual release date. Only written requests for the solicitation package will be accepted. No telephone, FAX, or wire requests will be accepted. See Note 4. (0040)
