The 88th Transportation Group anticipates a competitive acquisition for Vehicle Operations, Maintenance and Analysis for Wright-Patterson Air Force Base including vehicle repair movement of passengers, cargo and support for the base and all tenant organizations mobility requirements. Anticipated period of performance is 01 Oct 96 - 30 Sep 97. Four one year options may be awarded. Sources capable of providing these services are being sought. In addition to the information requested in the paragraph below entitled ''Capabilities Package'' responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) code 4173. Businesses including their affiliates with annual receipts of $5,000,000 or less during the past 12 months are considered small. Sources with 8(a) status or otherwise classified as small disadvantaged business should state accordingly in their responses.A. Requirement Description: This program is for the acquisition of the Vehicle Operations and Maintenance (VOM) Services for the diversified fleet of approximately 1,068 vehicles at Wright-Patterson AFB OH. This fleet includes general purpose vehicles (sedans, pickups, buses, cargo, semi trucks and trailers, etc), construction and base maintenance vehicles (dozers, graders, end loaders, backhoes, dump trucks, telephone maintenance, grade all, etc) material handling equipment (fork lifts, gas, diesel, electric, dual fuel, etc) 463L equipment (25K and 40K Aircraft Loaders, 10K forklifts, wide body aircraft loaders, rollerized trailers, etc) military design equipment and vehicles, and non-registered vehicles and vehicular equipment (special lab vehicles, mowers, etc) ground support equipment (deicers, hose carts, staircases, etc) (W registered) and many types of fire and crash vehicles (P22, P24, P19, P15, P23, etc). Operations support of base taxi, protocol support, cargo pickup and delivery, shuttle bus routes, student transportation (AFIT and DISAM), u-drive-it services, vehicle recovery, FMS equipment and missile guidance equipment to Newark AFB OH, cleaning and servicing senior commander's vehicles, tire depot support, ROTC support, and Air Force Band support. Fleet management includes, but is not limited to base fleet, tenant vehicles, vehicle control officer's program, driver's licensing, AFIS and REMS computer management systems, top fleet programs, accident, abuse and misuse programs. Contractor is required to provide all parts, labor and material (to include all oil products) for repair and servicing of vehicles. B. Required Qualifications: 1. Project Manager: Requires knowledge of all aspects of Vehicle Operations and Maintenance, to include procurement and processing parts, labor and contractual negotiations, hiring and placing of qualified personnel, scheduling workload, developing programs and procedures to assure support of surge or disaster requirements, coordination with on base support, preparation of official correspondence, ability to evaluate suggestions and knowledge of chain of command and protocol. This manager is ultimately responsible for all aspects of contract performance and compliance with fire, safety, and environmental protection requirements. Experience in management of a Vehicle Operations and Maintenance contract of a minimum of four years. Background experience in budget, labor relations, government contracts, environmental requirements, manpower, union negotiations, Air Force Technical Orders and Regulations. 2. Vehicle Maintenance Manager: Requires knowledge in labor agreements and assignment of qualified personnel pertaining to job skills. Required to develop programs and methods that promote safety and environmental protection in the performance and accomplishment of tasks. Individual must have background in the maintenance and repair of vehicles and equipment. Experience in the repair of major systems, i.e., hydraulics, manual and automatic transmissions, engines, gasoline, diesel and dual fuel systems, aspirated turbo charged and electronic injected. Must perform research and development modification projects as directed by Air Force or manufacture. Evaluate suggestions for value saving or equipment improvement for adoption. A minimum of four years experience is required for this position. Manager may be required to act as project manager in their absence. May be required to work irregular shifts to support surge operations in climatic weather or deployment operations. Must develop training methods and classes for instruction of reserve personnel. Must follow the government policies and procedures and chain of command. 3. Vehicle Operations Manager: Requires knowledge in vehicle operations arena with transporting passengers and cargo on federal installation and public highways. This position requires individual to follow and develop safety plans and environmental protection methods to comply with requirements of base, state and federal regulations. May be required to perform as project manager in his/her absence. Requires knowledge in labor agreements and assignment of qualified personnel pertaining to job skills. Minimum of four years experience in managing and supervising care of assigned vehicles, transportation of distinguished visitors, civilian and military passengers and cargo. 4. Fleet management: Assist the Vehicle Operations Manager in the management and control of the base vehicle fleet. Individual must possess ability to operate computer equipment to utilize REMS, OLVIMS, AFIS, CAFIS, AFEMS etc associated with fleet management. Acts as technical advisor to the Vehicle Authorization Review Authority and WRM board. Schedules and conducts periodical meetings with Vehicle Control Officers (VCO) and priority buy representative. Reviews organization's training plans and VCOs handbooks. Minimum of four years experience in managing a fleet of vehicles and all procedures. 5. Other personnel categories includes but are not limited to mechanics, workload controllers, dispatchers, vehicle operators, metal and body works, machinist, administrative, material controller, quality control, custodial and work leaders. Certified welder - must be certified for repairing equipment used for man lifting devices, items requiring annual load testing, and other types of work being performed. Fire Fighting Apparatus Technician - must be certified to service and repair pumping and lifting system associated with fire equipment. Air Conditioning - must have ASE or equivalent certification to recover, service, and repair all types of automatic air conditioning systems. Emission Testing and Repairs - must have ASE or equivalent certificates for testing and repairing auto emissions systems to comploy with Ohio E Check requirements or regulations pertaining to vehicle emissions. Alternate Fuels - technicians must have ASE or equivalent certification to install, service and repair vehicles with alternate, i.e., compressed natural gas (CNG), dual fuel, and electric capabilities. Lifting or dielectric Equipment - technician or inspection agency must be certified and provide documentation for vehicles or equipment to be tested. Confined Space - technician must be trained in the use of life support apparatus and life saving method associated with entering into a confined space. Paints and Coatings - technician must be trained in the use of chemicals and materials associated with refinishing and corrosion prevention. Steering and Wheel Alignment - technician must be trained in the use of modern electronic alignment equipment associated with adjusting and repairing vehicles alignment. Commercial Drivers License (CDL)(Classes A, B and C) operators must possess valid CDL's for the type of cargo being transported i.e., hazardous, explosives, etc. C. Capabilities Statements and Other Submittals: Interested parties must submit a capabilities package that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. The capabilities package should present clear evidence that the interested party if fully capable of providing the required services, and as such may contain any information (subject to page limitations stated below) the interested party feels is relevant. The following issued/areas however, must be addressed: 1. Contractor's experience and management of a background in vehicle operations, maintenance, analysis and fleet size of over 1,000, 2. The extent to which subcontracting is anticipated, identifying specific areas of the effort for which subcontracting would be relied upon, 3. Contractor capabilities with regard to the required personnel diversity and staffing flexibility, addressing specifically the contractor's capabilities in accommodating significant requirement increases and decreases, as well as maintaining the ability to quickly access sufficient numbers of personnel (for sudden requirement surges) and during extended period of elevated workload, 4. Contractor's capabilities with regard to the performance of basic vehicle maintenance to complete overhaul, 5. Provide resumes exemplifying the types of personnel specifically identified in the ''Required Qualifications'' section. Resumes representing the labor skills discussed in the ''Other Labor Requirements'' subsection are not required.
