The procuring contracting officer intends to negotiate with Loral Defense Systems - Eagan, P.O. Box 64525, St. Paul, MN 55164-0525. Loral Defense Systems - Eagan is the designer, developer and sole manufacturer of the P-3C AIP upgrade and as such the only source that possesses the necessary technical expertise and data to perform the effort required within the timeframe.
