Officer, Kevin King, (202) 767-2550. The Naval Research Laboratory
(NRL) has a requirement for a high-pressure air compressor(s) (HPAC)
and air dryer for filling self-contained breathing apparatus (SCBA) air
cylinders. The SCBA cylinders will be filled with Grade E breathing air
to a pressure of 4500 pounds per square inch (PSI). The HPAC will not
produce the Grade E air without the aid of a booster pump and
purification equipment that NRL will obtain from other sources. The
complete system of air compressor, air flasks. booster pump, and
purification equipment will be installed and piped together by NRL
personnel onboard the ex-USS Shadwell, a full-scale damage control
platform. The output from the compressor may be the resultant of one
compressor or more, operating together to create the final output. The
performance of the HPAC equipment must meet the following
requirements: oil-free compression, charging rate of 60-65 standard
cubic feet per minute (SCFM), and an output pressure of 3000 PSI.
Furthermore, the supplier must provide an air dryer compatible with the
HPAC output. The air dryer must come equipped with a five (5) foot long
flexible high-pressure hose that NRL will use in the system assembly.
All electrical motors used on the HPAC must have totally-enclosed fan
cooled (TEFC) enclosures and operate on 460 volts-alternating current
(VAC), 3 phrase, 60 Hertz electricity. The supplier will not be
responsible for the assembly of the complete system, only their
high-pressure air compressor and air dryer, although those two items
are not necessarily required to be assembled to one another. Delivery
is FOB destination Mobile, AL with a required delivery date of 5 months
after receiving order. The solicitation will close 30 days after
issuance of RFP. All responsible sources may submit an offer which
