227-3602. BROAD AGENCY ANNOUNCEMENT - The Naval Surface Warfare
Center, Carderock Division is issuing this Broad Agency Announcement
(BAA) for Research and Development (R&D) in the area of Hull,
Mechanical and Electrical (HM&E) Technologies for Surface Ships, and
shall accept proposals through 23 March 1996. However, depending on the
availability of funding, proposals may be received and evaluated up to
1 Jun 96, for possible award. Exploratory R&D is of particular
interest for revolutionary HM&E technologies, concepts and their
arrangements that significantly improve U.S. Navy and commercial
vessels by making them more affordable. The performance of concept
exploration and/or medium- to high-risk R&D is encouraged for
revolutionary technological areas as opposed to evolutionary areas; and
shall improve HM&E technology, material, devices, methods, processes,
or techniques for individual or combined systems or equipments; as
needed to enhance war fighting capabilities of existing or future
ships. The exploration and R&D is encouraged for all ship technology in
HM&E areas for surface ships. The scope of interest for this BAA
encompasses all HM&E components and equipments, whether listed or not;
except nuclear items. However, those components and equipments
involving all other non-nuclear areas (such as electronics, weapons,
etc.), with an identified link and significant positive impact on HM&E
will be considered. Offerors should respond with technical
documentation which is supportive of their concept and which delineates
the proposed effort in phases with the first phase intended to
accomplish enough effort to provide sufficient information or data to
demonstrate the feasibility of the entire effort. A typical effort
might be defined in terms of a design phase, a fabrication phase, and
a test phase. This is only a suggested arrangement of a technical
proposal and the nature of the proposed effort will depend upon the
effort that is being undertaken and the type of work being proposed.
However, it is anticipated that the first Phase of your proposal can be
completed in approximately 12 months and cost in the range of $100,000
or less. Proposed efforts, longer or shorter, or in excess of $100,000
will receive equal consideration and will be judged upon the merit of
the proposal. Proposals should contain and will be evaluated on: (1) a
description of the new concept and/or technology and how the concept
applies to the interest areas; (2) how the technology advances the
affordability of Navy ships; (3) the level of risk in succeeding in its
development and the approach proposed to reduce the risk and/or
establish its value; (4) the potential military benefit (or commercial
if it also benefits the military) and the value(s) of using the new
concept; (5) the related experience of your company and the specific
capabilities, personnel, and facilities that would be proposed for the
conduct of the approach; (6) the program schedule; and (7) detailed
cost breakdown, including a comprehensive breakdown of the costs
associated with completing each task. Contract awards, if any, shall be
based on the technical importance to the agency's programs and the
availability of funds. Offerors may submit as many different proposals
as they desire, but each proposal will be considered separately for
its evaluation and, if any, action. There MUST be no cost or execution
interrelationship among an offeror's proposals. Each of the proposals
will be evaluated as they are received, and consideration in one area
of interest will not preclude consideration, then or later, in another
area or areas. This is presently an unfunded BAA and the Government is
not obligated to pay for any proposal costs in response to this BAA.
Contracts which result from responses to this BAA will be funded by the
Surface Ship Technology Area Program, or by other funds. The Navy
reserves the right to select for award none, some, or all proposals
responsive to this BAA. Each proposal must reference this announcement
number, N00167-96-BAA-0017, and should be submitted in one original
and five copies and received by 23 Mar 96. However, depending on the
availability of funds, proposals may be received and evaluations
conducted at any time up to 1 Jun 1996. Proposals responsive to this
BAA are encouraged at any time up to that date. Proposals received
after 1 Jun 96, may be evaluated relative to the proposals remaining
from the initial evaluation and, if any, other prior evaluation(s).
