United Defense, L.P., Armament Systems Division, under Prime Contract
DAAE30-95-C-0009 is considering subcontracting for support and services
in the areas of an earned value management tools, cost/schedule
analysis and support, design to cost/life cycle cost management, life
cycle cost estimating and risk including training development and
execution for these projects. The earned value management tool is a
management user interface which links into the program schedule and
cost tools to convert data into management information to support
program management. This tool will be integrated with the Crusader
Contract Integrated Technical Information System (CITIS). Design to
cost/life cycle cost management includes support in executing the
current DTC/LCC plan. Life cycle cost estimating includes support of
the system and product development teams in estimating life cycle costs
Risk Encompasses development of risk models and performing program risk
analysis. The Crusader program operates in an Integrated Product
Development environment wherein technical and program data are shared
throughout the program. Subcontractors shall be co-located at United
Defense, L.P., Armament Systems Division in Minneapolis, MN, as
required, throughout the subcontract period of performance and may be
expected to work overtime and weekends, as necessary, to achieve
project schedules. Potential qualified subcontractors/suppliers are
requested to contact Carla Abler, M389 in writing, via INTERNET at
Carla_Abler@FMC.COM or by facsimile at 612-572-4964 within fifteen (15)
days of the publication of this announcement to request a draft copy of
the statement of work (SOW). Potential qualified
subcontractors/suppliers are also requested to submit capability
statements pertaining to the above listed technical needs. These
capability statements (in subcontractor format) should address unique
technical capabilities of their organization, including background on
relevant past experience, and personnel expertise associated with
earned value management tools, design to cost/life cycle cost
management and planning, risk and training development and execution.
The capability statements should be submitted no later than twenty one
(21) calendar days after publication of this announcement and should
be submitted via US Mail (or express mail) to United Defense, L.P.,
Armament Systems Division, 4800 East River Road, Minneapolis, MN
55421-1498, Attention: Carla Abler M389. Information may not be
submitted via facsimile. Neither the cost of preparing capability
statements nor the cost of preparing proposals will be entertained as
allowable direct charges to any resultant subcontract. In order to
maximize technical capabilities, small disadvantaged businesses are
encouraged to partner with other firms to meet the requirements of the
SOW, however, United Defense retains the right to award part or all of
the subcontract to the best qualified source(s). United Defense
anticipates awarding this effort to a small disadvantaged business,
however, large, small and women owned businesses are encouraged to
supply their capabilities in the event no qualified small disadvantaged
