Frank C. Gilmore, Project Manager,202/287-2133. The Smithsonian
Institution intends to contract with a professional architect-engineer
firm to plan and design a pre-fabricated/modular, one-story facility
at the Smithsonian Marine Station on Causeway Island at Fort Pierce,
Florida. This building will incorporate approximately 743 square meters
of office, laboratory and storage space. Required services include but
are not limited to concept development, design and preparation of
construction contract documents and cost estimation. The Smithsonian
Institution may choose at a later date to exercise options for
construction management services and planning and design services for
future development at this site. Design and construction of the project
will utilize the metric system of measurement and CAD capability is
required. The estimated construction budget is approximately $700,000.
A/E firm evaluation and selection will be based on the following
criteria: 1) Project team members' qualifications and experience, 2)
Specialized experience and technical competence of the firm and major
subcontractors and consultants including specific experience and
knowledge of federal, state and local codes, reviewing agencies and
restrictions and limitations of projects involving the marine
environment, 3) Past performance on similar projects in terms of cost
control, quality of work and compliance with performance schedules, and
4) Location in the general geographical area of the project and
knowledge of the locality of the project and experience with area
reviewing agencies; provided, that application of this criterion leaves
an appropriate number of qualified firms, given the nature and size of
the project. Firm must be registered in the state of Florida with
offices easily accessible to the Fort Pierce area. The successful firm
will be expected to sign a standard, unmodified, Federal A/E contract
format. Interested firms that meet the selection criteria are invited
to submit current forms 254 and 255 and other appropriate information
no later than 3:00 p.m. local Washington DC time 30 calendar days from
the date of this publication (first federal workday following a weekend
or holiday) in order to be considered for selection. Current forms 254
should also be submitted for all A/E's proposed as consulting
participants. Forms 254 are considered current if they are dated 12
months or less prior to the first day of the month of this notice. In
Section 8.c. of Form 255, provide the name and telephone number of
person familiar with firm's work for each project listed. Preface
submission with an attached original and a loose copy of brief letter
of interest on company letterhead. This is not a request for proposals.
Address all submittals to the Design and Construction Division, Office
of Physical Plant, Smithsonian Institution, 955 L'Enfant Plaza SW,
Suite 3230, Washington, DC 20024, Attention: Frank C. Gilmore, Project
Manager. Submitted material will be disposed of by the Smithsonian
Institution unless a specific timely request is made for its return.
