requires the procurement of services of a specialized A/E firm in the
design of hospital HVAC's upgrading/renovation projects to perform a
complete operational and functional survey, evaluation and study of the
existing A/C and Ventilation Systems of San Juan VAMC which consists of
a conditioned floor area of approx. 775,000 sq. ft. In addition, to
prepare a complete set of as-built drawings of such systems; and
finally, develop a detail, phased, coordinated, organized, and
functional Master Plan which will be accomplished by replacing the
whole systems one at a time with several renovation projects. Such
Master Plan is to include the 35% design of each proposed renovation
project. Each project shall not exceed $800,000 unless previously
approved by the VAMC Engineering staff. The Master Plan shall take into
consideration the existing asbestos ceiling problems; the lack of
hospital swing spaces; the lack of spaces to install new equipment; the
current and/or future projects under design and/or construction; the
lessening of A/C and ventilation services to the VAMC's patients and
all other adverse conditions. An energy analysis, viability study,
feasibility study, a detail cost estimate, a construction schedule, and
a detail scope of work of each proposed project within the Master Plan
shall be also prepared by the selected A/E. The selected A/E firm
shall have a comprehensive knowledge, experience, facilities,
instruments, expertise, personnel, etc. to complete necessary site
evaluation and survey work, prepare the as-built drawings and prepare
the master plan as mentioned above within ten months after the design
project is awarded. This is not a request for proposal. Firms with the
above referenced qualifications are invited to submit Standard Form
254 and 255, including a preliminary scope of work and a design
approach for such design project to the A/E Evaluation Board,
Attention: Gilberto Ratcliff, not later than March 30/96. This design
project is to be awarded by August/1996. This procurement is
