C -- A-E DESIGN SERVICES FOR SECURITY OPERATIONS COMPLEX Sol DAHA13-96-R-0003, Due 031996, contact point: Chief Warrant Officer, Mark L. Thompson, 515-252-4498. Synopsis: The Iowa National Guard, wishes to select an Architect-Engineer (A-E) Firm for Type A, B, and C services for design of a Security Operations Complex located at the Iowa ANG Base, Des Moines International Airport, Des Moines, Iowa. The project will include a 6,500 SF security facility, two entry gate houses, HVAC systems with DDC, landscaping, pavement, systems furniture, and demolition of existing facilities. Work includes the production of plans and drawings utilizing a CAD system compatible with ACAD13, specifications, cost estimates, fact findings studies, material submittal schedules, surveys, tests, investigations and economic analyses as required to execute the project. The following are the significant A/E selction factors and their relative order of importance to the government: professional qualifications necessary for satisfactory performance of required services; specialized experience and technical competence in the type of work required; capacity to accomplish the work in the required time; past performance on contract with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; location on the general geographical area of the project and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; volume of DOD work previously awarded the firm. The estimated start date for the A/E contract is 1 June 1996. This is not a request for proposal.
