Engineering and Technical Services {CETS} for the purpose of informing,
advising, instructing and training Department of Defense personnel in
the installation, operation and maintenance of New Electronic Warfare
Test Set (NEWTS) equipment. The NEWTS involved is the USM458 which is
a unique test equipment supporting the A-6, EA-6, AV-8, F-18 and F-14
aircraft systems. The proposed acquisition is for 200 man months of
effort as currently assessed by the Naval Aviation Engineeering Service
Unit. The proposed effort will commence 1 October 1996 and will
continue through 30 September 1998. The proposed acquisition consists
of a Basic Program Term extending from 1 October 1996 through 30
September 1997 and an Option Term extending from 1 October 1997 through
30 September 1998. This program effort will be attained by a new
contract and/or a modification to the existing contract. The estimated
amount of services covers the minimum needs of the Government for the
specified period. The solicitation will contain specifications for
Contract Field Services representatives. The solicitation will be
issued on or after 1 March 1996. The place of performance is various
Fleet and Shore Activities and are specified in the solicitation
documents. The proposed contract action is for services which the
Government intends to solicit and negotiate with Lockheed Sanders,
Incorporated, under the authority of FAR 6.302-1. Lockheed Sanders is
the only supplier of these services at this time. This firm is the
Original Equipment Manufacturer and the only known source with the
required engineering and technical expertise, in-plant support, and
requisite data base to perform the required services. This notice of
intent is not a request for competitive proposals. Interested parties
may identify their interest and capability to respond to the
requirement. Interested parties who contend that they are technically
qualified should submit within forty-five {45} days from the
publication date of this notice specific factual data, including but
not limited to: technical resumes, corporate and management experience,
and other pertinent information as so desired, to be used as an
evaluation basis to determine competence to successfully perform the
required services. All technical proposals received within the
forty-five {45} days notice period will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Technical proposals and requests
received as a result of this notice will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. All responsible sources may submit a proposal which shall
be considered by the Fleet and Industrial Supply Center Norfolk,
Detachment Philadelphia. The Government will not pay for information
received. All responses should be directed to the attention of Brian
