is procuring a metal transfer system to service the iron induction
melting systems in the new Casting Emission Reduction Program Pilot
Metal Casting Facility. The Government is also procuring associated
data, service visits, on call telephone assistance, and spare parts. It
is the intent of the Government to purchase a commercially available
crane system, without the need for new development; therefore, the
contractor shall demonstrate that they have manufactured and sold hot
metal transfer systems for a minimum of ten (10) years. The contractor
shall include proof of required qualifications in their solicitation
response. Equipment shall comply with 29 Code of Federal Regulations
1910 (OSHA). All electrical devices shall comply with NFPA-70-1993,
National Electric Code and NFPA-79-1994 requirement, Electrical
standard for Industrial Machinery, and ANSI Z241.2-1989, American
National Standard Safety Requirements for Melting and Pouring of Metals
in the Metal Casting Industry. The metal transfer system shall be used
to support emission experimentation of automotive castings and
production of Department of Defense castings. The metal transfer system
shall include: Two (2) 2000 pound molten iron capacity open single
spout tapered geared ladles; One (1) motor driven ladle car to transfer
the ladle of molten metal from the induction melting furnaces to the
metal receiving station near the pouring furnace; and One (1) motor
driven transfer car with a containment vessel (minimum capacity of
9,000 pounds of molten metal) to handle aborts and spills from the
pouring furnace. An Ombudsman has been appointed for this acquisition.
The primary purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when an offeror prefers not to
use established channels to communicate his/her concerns during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. Potential offerors should use established channels to
requires information/pose questions and voice concerns before resorting
to using the Ombudsman services. Potential offerors are invited to

communication concerning this acquisition should be directed to the
buyer listed elsewhere in this synopsis. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
All responsible sources may submit a proposal/quotation which shall be
considered by the agency. When requesting a copy of the solicitation,
provide information as to whether your organization (together with its
affiliates) is a large business, small business or whether it is a
small disadvantaged business. All interested parties are urged to
provide their CAGE code and DUNS/CAGE code with their written or fax
request for solicitation documented. Requests must be written. Verbal
requests will not be honored. All requests must state that the vendor
is not currently on the Consolidated List of Debarred, Suspended and
Ineligible Contractors or otherwise ineligible to receive Government
