N -- METAL TRANSFER SYSTEM SOL F04699-96-R-0085 DUE 032296 POC For copy, contact the info office indicated., For additional information contact Stratton.K5w/Pkocd/916-643-3983 Sacramento Air Logistics Center is procuring a metal transfer system to service the iron induction melting systems in the new Casting Emission Reduction Program Pilot Metal Casting Facility. The Government is also procuring associated data, service visits, on call telephone assistance, and spare parts. It is the intent of the Government to purchase a commercially available crane system, without the need for new development; therefore, the contractor shall demonstrate that they have manufactured and sold hot metal transfer systems for a minimum of ten (10) years. The contractor shall include proof of required qualifications in their solicitation response. Equipment shall comply with 29 Code of Federal Regulations 1910 (OSHA). All electrical devices shall comply with NFPA-70-1993, National Electric Code and NFPA-79-1994 requirement, Electrical standard for Industrial Machinery, and ANSI Z241.2-1989, American National Standard Safety Requirements for Melting and Pouring of Metals in the Metal Casting Industry. The metal transfer system shall be used to support emission experimentation of automotive castings and production of Department of Defense castings. The metal transfer system shall include: Two (2) 2000 pound molten iron capacity open single spout tapered geared ladles; One (1) motor driven ladle car to transfer the ladle of molten metal from the induction melting furnaces to the metal receiving station near the pouring furnace; and One (1) motor driven transfer car with a containment vessel (minimum capacity of 9,000 pounds of molten metal) to handle aborts and spills from the pouring furnace. An Ombudsman has been appointed for this acquisition. The primary purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Potential offerors should use established channels to requires information/pose questions and voice concerns before resorting to using the Ombudsman services.
