ENVIRONMENT FOR FOUR C-130B AIRCRAFT BEING PROVIDED TO THE REPUBLIC OF
ROMANIA BY THE USAF. REQUIREMENT WILL INCLUDE: SEQUENTIAL RECEIPT OF
AIRCRAFT FROM THE OGDEN AIR LOGISTICS CENTER PROGRAMMED DEPOT
MAINTENANCE (PDM) FACILITY AND THE SEQUENTIAL FERRY OF THE AIRCRAFT TO
ROMANIA; IN-COUNTRY TRAINING OF ROMANIAN FLIGHT CREWS AS WELL AS
MAINTENANCE AND LOGISTICS TECHNICIANS; ALL SPARES TO SUPPORT A ROMANIAN
DESIGNATED OPERATIONAL READINESS RATE; NON USAF SUPPORTED TECHNICAL
DATA UPDATES AND REVISION SERVICE TO INCLUDE STOCK, STORE AND ISSUE;
AIRCREW AND MAINTENANCE PERSONNEL ACADEMIC AND PRACTICAL TRAINING;
CONVERSION OF THE AIRCRAFT INSPECTION CONCEPT TO A FEDERAL AVIATION
ADMINISTRATION/INTERNATIONAL CIVIL AVIATION ORGANIZATION (FAA/ICAO)
APPROVED CONTINUED AIRWORTHINESS PROGRAM (CAP); ALONG WITH CLS
TECHNICIANS TO INSPECT, REPAIR, SERVICE AND MAINTAIN THE AIRCRAFT FOR
A PERIOD OF TWO YEARS AFTER RECEIPT OF THE FIRST AIRCRAFT IN-COUNTRY.
THE REQUIREMENT WILL REQUIRE AN AIRCRAFT MAINTENANCE QUALITY CONTROL
PROGRAM TO ENSURE ALL MAINTENANCE ACTIVITIES ARE ACCOMPLISHED IN
ACCORDANCE WITH ACCEPTED COMMERCIAL PRACTICES AND TO MAINTAIN A SAFETY
PLAN IN ACCORDANCE WITH ACCEPTED COMMERCIAL PRACTICES. ELECTRONIC
REPORTING WILL BE USE The approximate issue/response date will be 01
Mar 96. No telephone requests. Only written or faxed requests received
directly from the requestor are acceptable. All responsible sources
solicited may submit a bid, proposal, or quotation which shall be
considered. All potential offerors should contact the buyer/PCO
identified above for additional information and/or to communicate
concerns, if any, concerning this acquisition. If your concerns are not
satisfied by the contacting officer, an Ombudsman has been appointed to
hear serious concerns that are not resolved through established
channels. The purpose of the Ombudsman is not to diminish the authority
of the program director or contracting officer, but to communicate
serious contractor concerns, issues, disagreements, and recommendations
to the appropriate government personnel. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or
in the source selection process. When appropriate, potential offerors
may contact Ombudsman James Grant, Chief, Contract Policy Division, at
912-926-2604. Please be prepared to identify previous contacts made by
you in an attempt to resolve you concerns. Offers in response to
solicitations under ten million dollars may be evaluated using the
competition for performance program as follows: While price will be a
significant factor in the evaluation of offers, the final contract
award decision may be based upon a combination of price and Past
