extending the closing response date of solicitation number
S-OPRAQ-95-R-0642 to March 19, 1996. The Department of State is seeking
the services of a contractor to serve as a Deputy Executive Director of
the Science and Technology Center in Ukraine. The Center is an
intergovernmental organization established by an agreement between the
Government of the United States, Canada, Sweden, and Ukraine. The
contractor will develop, approve, finance, and monitor scientific
projects which will provide peaceful civilian job opportunities for
former weapons scientist in Ukraine. This contract will be located in
Kiev, Ukraine for a period of one base year, with additional option
years, up to a total of five years. The selected candidate will be part
of the senior management team of an office with an international staff
of approxiately 30 scientific, administrative, and financial experts
and support staff. The selected candidate will also directly supervise
a project management team of up to five scientific staff and support
personnel, which will conduct review and analysis of project proposals
and provide technical oversight of projects funded by the Center.
Individuals with the following qualifications are invited to submit
their bid: (a) demonstrated education and experience working in basic
or applied sciences; (b) managerial or programmatic experience in an
orgnization that administers science and technology projects; (c)
ability to manage people and resources creatively and initiate,
carry-out and bring to conclusion innovative projects. The following
qualities are not required, but will be favorably considered: (a) good
working knowledge of the Russian or Ukrainian language, (b)
familiarity with the organization of scientific and engineering
activities in Ukraine or other republics of the former Soviet Union,
(c) experience managing a governmental or non-governmental competitive
grant program, (d) experience in an organization that administers
financial support for scientific programs, (e) experience living and
working abroad, (f) knowledge of the processes of conversion of
military potential to civilian applications. A copy of the solicitation
