MK-Ferguson of Oak Ridge Company, as Construction Manager for
Lockheed-Martin Energy Systems, DOE Oak Ridge, TN facilities
operations, is considering subcontracting certain work. The work is
located at the DOE-Oak Ridge K-25 site facilities, Roane County,
Tennessee. The scopes of work consists of the following: Phase I (Base
Bid and Performance Period), Buildings K-31 and K-27 ``In House Energy
Management (IHEM) Project.'' The project purpose will be to implement
cost effective energy conservation measures for the lighting systems in
Buildings K-31 and K-27. The measures implemented will entail
retro-fitting the existing lighting system utilizing occupancy sensors
or centrally located operator initiated lighting controls and timers
or a combination thereof. The K-31 building is a 2 story warehouse type
building with lighting at 3 levels. The total square footage of the
building is 1.43 million square feet. All work will be performed within
a radiologically contaminated area. The K-27 building is a similar type
structure with a total square footage of the building being 1.15
million square feet. All work will be performed within a radiologically
contaminated area. The magnitude of cost for phase I is between
$500,000 and $1,000,000. The performance period is approximately 240
calendar days from notice to proceed. Phase II (Optional Bid and
Performance Period) Buildings K-33 ``In House Energy Management (IHEM)
Project.'' This phase of the project will have the same purpose and
similar implementation measures as the Phase I ``Base Bid.'' The K-33
building is similar in structure to the buildings in the base bid and
has a total square footage of 2.77 million square feet. All work will
be performed in a radiologically contaminated area. The magnitude of
cost for Phase II is between $500,000 and $1,000,000. The performance
period is approximately 240 calendar days from notice to proceed. Phase
II is anticipated to be awarded within approximately 60 days from the
notice to proceed on the Phase I ``Base Bid.'' Phase III (Optional Bid
and Performance Period) Building K-25 ``In House Energy Management
(IHEM) Project.'' This Phase of the project will have the same purpose
and similar implementation measures as Phase I ``Base Bid.'' The K-25
building is similar in structure to the buildings in the base bid and
has a total square footage of 4.76 million square feet. All work will
be performed in a radiologically contaminated area. The magnitude of
cost for Phase III is between $1,000,000 and $5,000,000. The
performance period is approximately 240 calendar days from notice to
proceed. Phase III is anticipated to be awarded within approximately 90
days from the notice to proceed on the Phase I ``Base Bid.''
Solicitation plans packages are anticipated to be issued in early March
1996, with bids due in late March 1996. Subcontract award and
Notice-to-Proceed are anticipated in April 1996. Labor: The labor is
considered applicable to the Federal Davis-Bacon Act, however, the
awarded Contractor, and any lower-tier subcontractors, will be required
to become signatory to the local project agreement (collective
bargaining agreement) of which its labor rates and craft assignments
shall apply. Site Access: Some work areas within the buildings are
under strict security and controlled access requirements, however, the
facilities manager will provide the Contractor employees with the
escorts needed to access these areas to perform their work. Training:
As stated above, some work must be performed in low-level
radiologically contaminated areas. The Contractor's employees assigned
to perform work in those areas will be provided 24-hour (three work
days) Radiation Worker's Training. Personnel Protection Equipment will
be provided by the Construction Manager. Fall Protection training will
be provided by the Construction Manager. The Contractor shall be
responsible for all other OSHA required training relative to the scope
of work not provided by the Construction Manager. The Contractor will
be responsible for all required lock-out/tag-out procedures. The
Construction Manager will provide health and safety oversite and health
physics monitoring. The Contractor's project manager, superintendent
and key supervision will be required to possess applicable OSHA
training certification relative to the scope-of-work. The total project
magnitude of cost is between $1,000,000.00 and $5,000,000.00. Bid,
Performance and Payment Bonds and insurance (low-level radiological
contamination presence considered) will be required. The Standard
Industrial Classification (SIC) code is 1731, Electrical Work. The
solicitation will not be set-aside, however, qualified, capable small
and small disadvantaged firms are encouraged to participate.
Qualification requirements may be included with the solicitation.
Pre-bid conference and site visit dates will be established in the
solicitation. Capable and interested firms are requested to provide
written response to the subcontract administrator at the following
