The Naval Air Warfare Center China Lake CA intends to award a contract to Kirkland Vacuum Technologies on an other than full and open competition basis because Kirkland is the only west-coast distributor for a Plasma Sciences, Inc. manufactured, commercially-proven, automated coating deposition system which is capable of coating specimens up to 8 inches in diameter; capable of simultaneous operation of two magnetron sputter sources powered by individual RF power supplies and a third magnetron sputter source powered by a DC power supply; and capable of adjusting the output level on all three power supplies independently in order to adjust the stoichoimetry of the film during deposition. The basis system will include one RF power supply and one DC power supply with an option to include a second RF power supply. Other optional items which may be procured are: two stage direct drive rotary vane pump, rotary vane pump upgrade, two-speed turbomolecular pump upgrade, RF-bias, one to two chamber liners, and one to fourteen additional targets. The procurement will include installation, training, and all necessary cables, controllers, and interfaces to permit complete systems operation. Delivery is required l6 weeks after contract award.
