A -- BUILT-IN SELF TEST FOR ANALOG INTEGRATED CIRCUITS SOL BAA 96-08-PKPX POC Christopher J. Flynn, Program Manager, 315-330-3249; Joetta A. Bernhard, Contracting Officer, 315-330-2308. Rome Laboratory (RL) is soliciting white papers for various areas of scientific research and development to increase the capabilities required to support Built-In Self Test of Analog Integrated Circuits. The Air Force has identified a need for improving future testability and diagnostics of existing and future weapon systems. Built-In Self Test (BIST) technologies have been have been recognized as a solution that addresses this need. Current BIST techniques, strategies and objects have concentrated primarily on digital circuitry, with admirable success at the Integrated Circuit (IC) level. Efforts are underway to hierarchically extend these successful techniques to the Multi-Chip Module (MCM)/Printed Circuit Board (PCB) levels. Unfortunately there has been little or no concern for analog circuitry. With the complexity of designs increasing, more and more mixed-signal designs are forthcoming. Requirements that circuits to systems need to be fully testable demand that BIST techniques be developed for mixed signal/analog circuits. This BAA will solicit research to investigate and develop BIST techniques, strategies and objects for analog circuitry. These BIST techniques, strategies and objects will provide for a complete test generation, application and comparison facility for each major block, right on the module under test, complementing the BIST technology already available for digital circuitry. The approach of this effort is to research and develop BIST techniques, strategies and objects for typical, common analog ICs. The research will: 1) identify failure criteria for typical, common analog ICs, 2) specify techniques and strategies which will allow for detection of the faults in these devices, and 3) develop test objects that can be built-in to the circuitry to implement the techniques and strategies that have been specified. During the development of these capabilities the offeror should consider that they need to be hierarchical, allowing for the extension of these BIST capabilities through the hierarchy for IC to PCB to system. These analog BIST capabilities should be consistent and compatible with current digital BIST capabilities. Physical experimentation and testing should be considered to demonstrate and validate the new analog BIST techniques, strategies and objects. Deliverables will be technical reports and demonstrations. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. DO NOT SUBMIT A FORMAL PROPOSAL AT THIS TIME. Offerors are required to submit three (3) copies of a five (5) page or less white paper with a cover letter indicating whether the offeror is a large, small, woman-owned small, or small disadvantaged business, or Historically Black College, University, or Minority Institution. The white paper will be formatted as follows: Section A: Title, Period of Performance, Cost of Task, Name of Company, Section B: Task Objective, and Section C: Technical Summary. All responses to this announcement must be addressed to ATTN: Christopher Flynn, Reference BAA #96-08-PKPX, Rome Laboratory/ERDD, 525 Brooks Road, Rome NY 13441-4505. Also send one (1) copy of the cover letter only, by FIRST CLASS MAIL (DO NOT SEND CLASSIFIED), to ATTN: Janis Norelli, Director of Small Business, Rome Laboratory/BC, 26 Electronic Pky, Rome NY 13441-4514. Multiple white papers within the purview of this announcement may be submitted by each offeror. The purpose of the white paper is to preclude unwarranted effort on the part of an offeror whose proposed work is not of interest to the Government. Those white papers found to be consistent with the intent of this BAA may be invited to submit a technical and cost proposal. Such invitation does not assure that the submitting organization will be awarded a contract. Complete instructions for proposal preparation will be forwarded with the invitation for proposal submission. Evaluation of proposals will be performed using the following criteria: (1) The overall scientific and/or technical merits of the proposal, (2) The relationship of the proposed research to BIST technology, (3) The innovativeness of the proposal approach and/or techniques. (4) The risk associated with the offeror's approach, (5) The offeror's capabilities, related experience, facilities, techniques, or unique combinations of these which are integral factors for achieving the proposal objectives, (6) The offeror's record of past and present performance, (7) The reasonableness and realism of the proposed budget and availability of funds. No further evaluation criteria will be used in selecting the proposals. Criteria (1), (2) and (3) will be used to determine whether white papers submitted are consistent with the intent of this BAA and of interest to the Government. Proposals submitted will be evaluated as they are received. Individual proposal evaluations will be based on acceptability or unacceptability without regard to other proposals submitted under this BAA. Options are discouraged and unpriced options will not be considered for award. Principal funding of this BAA and the anticipated award of contracts will start approximately 4th quarter of FY96. Individual awards will not normally exceed 24 months in duration. Teaming arrangements that highly leverage on-going work and provide complementary and synergistic benefits are encouraged but not required. Total funding for this BAA is $0.9M. Foreign allied participation at the prime contractor level is permitted. Data subject to export control constraints may be involved and only firms on the Certified Contractor Access List (CCAL) will be allowed access to such data. The cost of preparing proposals in response to this announcement is not an allowable direct charge to any resulting contract or any other contract, but may be an allowable expense to the normal bid and proposal indirect cost in FAR 31.205-18. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be ''significant concerns'' and should be communicated directly to the Contracting Officer, Joetta A. Bernhard, 315/330-2308. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Mr. Vincent R. Palmiero, Chief, Policy and Management Division, at 315/330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. An informational briefing is not planned. The cutoff date for submission of FY96 white papers is 15 Mar 1996. This BAA is open and effective until 30 Sep 1998.
