A -- OPERATION AND MANAGEMENT OF THE NASA NORTHEAST REGIONAL TECHNOLOGY TRANSFER CENTER SOL 8-W-6-LA-10008 DUE 030196 POC Contact Kimberly J. Stiles, GP54, 205-544-0381/Contracting Officer NASA/MSFC plans to issue a sole-source Request for Proposal for award of a follow-on contract for the Northeast Regional Technology Transfer Center (RTTC) Award for this follow-on effort is anticipated to be made to the Center for Technology Commercialization (CTC). The contractor for the RTTC will work to: (1) facilitate and promote enhanced access to technology and information resulting from NASA and other government-sponsored R&D programs; (2) stimulate maximum use of technology in the national interest; and, (3) increase domestic dissemination and commercial application of technologies. To provide a full range of technology transfer services, the contractor must maintain a working relationship with NASA Field Centers, the NASA Centers for the Commercial Development of Space, the NASA Centers for Aerospace Information and other NASA contractors, as appropriate, to access data, information sources and technical expertise. CTC is uniquely familiar with NASA's Commercial Technology Program due to their role in the implementation and current operation of the Northeast RTTC. CTC has in-depth knowledge of the technologies available from NASA and other federal government laboratories and the types of industries in the northeastern U.S. and what technical assistance would be of benefit to them. CTC has affiliates within each of the 7 regional states that concentrate specifically on locating and implementing NASA solutions to technical industrial problems within that state. To implement a new RTTC in the northeast region would result in substantial duplication of effort and cost and unnecessary delay while the new RTTC is established. Consequently it is not feasible to compete this procurement. Interested firms have 15 days from the publication date of this synopsis to submit their qualification/ capabilities in the area mentioned above. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed contract on a full and open basis, based upon responses to this notice is solely within the discretion of the Government.
