A -- DEVELOPMENT OF THE TARGET-ORIENTED TRACKING SYSTEM POC POC: Robert Adams, (703) 693-1544, CBD Reference Number: BMDO 96-08. The Ballistic Missile Defense Organization (BMDO) intends to enter into an extension of a current Letter of Offer and Acceptance with the United Kingdom Ministry of Defense (U.K. MoD), Contract Number SDIO84-92-C-0010, to continue development and testing of the Target Oriented Tracking System (TOTS). This effort will continue the refinement of TOTS as well as beginning TOTS system testing using real world ballistic missile data, with the goal to test the system and explore Theater Air Defense as well as ballistic missile defense applications. The Government intends to solicit and negotiate with only the U.K. MoD under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302, only one responsible source.
