innovative, streamlined approach to select a contractor for the Joint
Simulation System (JSIMS). JSIMS will be a readily available,
operationally valid synthetic environment for the Unified Combatant
Commands, Services, and other Joint organizations to: jointly train,
educate, develop doctrine and tactics, formulate and assess operational
plans, assess warfighting situations, and define operational
requirements. Though initially focused upon the operational level of
war for both combat operations and operations other than war, JSIMS
will be extensible up to the strategic level, and down to the tactical
level to support multi-echelon usage at several sites worldwide. We
envision JSIMS as a seven-year, $100M+ program. JSIMS will utilize an
''Evolutionary/Incremental'' approach to rapidly design, develop, test,
deploy and sustain evolving ''state-of-the-industry'' simulation
technology to meet customer requirements. Contract award is estimated
to occur in the first quarter of fiscal year 1997. Sources are sought
for a single system integration contractor with demonstrable experience
in designing, developing, and integrating large, complex software
(simulation) systems. The contractor selected will be responsible for
the development of a core of common and joint representations and
services, and a run-time hardware and software infrastructure using
object oriented, domain engineering methodologies emphasizing reuse,
and the integration of cooperatively developed representations. Each
source must have, within the last five years, had experience in the
following two areas: (1) Integration of very large systems with a large
number of components (models), geographically dispersed sites,
distributed and replicated database repositories, and interfaces with
a wide variety of live and simulated systems using standards-based,
commercial hardware and software, and security to TS level, (2)
Effective employment of modern software simulation technology to
implement a robust system architecture, evaluation of commercial
systems, communication, and software products, rapid prototyping and
testing, incremental fielding, and effective user support. Interested
sources are invited to submit a Qualification Summary of no more than
five pages which describes their experience as a result of direct
performance as a major system integrator (as a prime contractor) of a
system, in size and complexity similar to JSIMS, as described in the
above two areas. JSIMS program information is available on the Hanscom

against the total response page count. Respondents must indicate
whether they are large, small or small disadvantaged businesses,
whether they are women-owned, and whether they are foreign or
domestically owned and controlled. An Ombudsman, Colonel Claude E.
Messamore, Jr. at (617) 377-5106 has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program manager or contracting officer,
but to communicate offerors concerns, issues, disagreements, and
recommendations to appropriate government personnel. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
the proposals or the source selection process. Interested parties are
invited to call the Ombudsman, however, the Ombudsman should only be
contacted with issues or problems previously brought to the attention
of the program manager and/or the contracting officer which could not
be satisfactorily resolved, or issues that require contractor
