617-377-3642. Research and Development Sources are sought in support of
the Phillips Laboratory Geophysics Directorate, Optical Environment
Division (PL/GPO) and Space Experiments Directorate, Aerospace
Engineering Division (PL/SXA) to provide engineering support of new and
ongoing efforts involving the integration, testing, launching and data
management of aerospace experiments. These research activities are a
continuation of ongoing research currently performed under Contract
F19628-91-C-0060 with Systems Integration Engineering, Inc. (SIE) of
Lexington, MA. The efforts shall include, but not be limited to, the
following: (1) Perform engineering analysis of aerospace payload
components and systems; (2) Develop test plans and procedures for
payload components and systems; (3) Provide program management; (4)
Provide systems engineering; (5) Participate in engineering field
operations; (6) Provide limited fabrication of payload components; (7)
Maintain historical project records. All programs will require support
at PL Hanscom AFB and at various launch sites, such as White Sands
Missile Range, NM; NASA Wallops Flight Facility, VA; and other remote
locations. In addition, it is required that 50% of the support is to be
performed on-site for the duration of the contract. Interested
potential sources should respond by indicating their ability to meet
the following screening criteria, of equal importance: Demonstrate
existing capabilities to: (a) Perform Finite Element Modeling and
Analysis on aerospace components and/or systems in the structural,
modal, and thermal areas; (b) Originate test plans and procedures to
satisfy requirements for sounding rocket, balloon, and space shuttle
programs; (c) Develop wiring harnesses and/or control the quality of
work in the development of wiring harnesses for aerospace payloads
according to NASA specifications; (d) Conduct investigations and
provide analyses in the area of electromagnetic wave interactions with
the ground, air, ionosphere, and space environment; (e) Direct
aerospace experiments, such as those involving the launching of
sounding rockets and balloons; (f) Originate and maintain system
engineering documentation, such as Interface Control Documents and
Operations Requirements Documents; (g) Develop software for the
tracking and documenting of program finances. The period of performance
will be thirty-six (36) months beginning in the 4th quarter of FY96.

the Deputy for Small Business, Attn: ESC/BC, Mr. Alan Hart, 275
Randolph Road, Hanscom AFB, MA 01731-2818. Information on file at
ESC/BC must be supplemented to document the capabilities in the above
stated areas. Organizations not registered must submit complete
qualifying information. Offerors should list persons from customer
firms whom the Air Force may contact to verify applicable work
experience and performance. Firms should also indicate their status if
qualified as socially or economically disadvantaged. Each offeror
responding to this synopsis is requested to submit with its reply a
name and telephone number for a point of contact. The Government will
solicit those firms meeting the screening criteria in this synopsis.
Organizations responding to this sources sought synopsis will not be
notified as to whether or not they meet the screening criteria. Any
offeror initially judged to be unqualified will be provided a copy of
the solicitation upon request and any offer such a firm might submit
will be evaluated without prejudice. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The Ombudsman should only be
contacted with issues or problems that have previously been brought to
the attention of the program manager and/or the contracting officer
and could not be satisfactorily resolved at that level. The Ombudsman
does not participate in the evaluation of proposals or in the source
