Management & Operating contract for DOE's National Oil and Related
Programs under prime contract no. DE-AC22-94PC91008, is soliciting
letters of interest from independent petroleum operators for
participation in a cost-shared Cooperative Research and Development
Agreement (CRADA) #OKL-6029-01 to improve the transfer of technologies
necessary to enhance the future management of new and existing oil
reservoirs. The goal of the project is to demonstrate the effectiveness
of ``reservoir management'' methods. The effective use of people,
equipment, technology and money. For improving oil recovery and making
current oil production operations more profitable. The project is
especially directed toward independent operators who are increasingly
being forced to abandon wells that are no longer commercially viable.
BDM-Oklahoma is soliciting letters of interest from domestic
production-oriented (not exploration) operators with fewer than 500
employees who operate domestic oil fields representing a significant
resource or addressing a major technology need within one of the eight
eligible Petroleum Technology Transfer Council (PTTC) regions: (1) the
Central Gulf Region (Louisiana); (2) the Midwest Region (Illinois,
Indiana, western Kentucky, and Michigan); (3) the South Mid-Continent
Region (Oklahoma and Arkansas); (4) the North Mid-Continent Region
(Kansas and Missouri); (5) the Rockies Region (Colorado, Utah, Wyoming,
Montana, North Dakota, South Dakota, Nebraska, Idaho, and Nevada; (6)
Texas; (7) the Southwest Region (New Mexico and Arizona); and (8) the
West Coast Region (California, Alaska, Oregon, and Washington).
Specifically encouraged are letters of interest from unit operators,
Native American tribes, or several operators in the same field as a
team. Respondents may enlist the assistance of universities, service
companies, or consultants and must be willing to share equally in
project expenses, primarily through labor or operational costs.
Respondents will be expected to help transfer the project results
through workshops and/or technical presentations. BDM-Oklahoma plans to
negotiate a CRADA with the operator who best fits the project
objectives. Under a CRADA, the operator and BDM-Oklahoma would jointly
conduct the project. The CRADA will define the project objectives,
roles and responsibilities of each party, the work to be done, the
project schedule, confidentiality of information requirements, and the
project budget. Project length is expected to be about a year, with a
budget of approximately $500,000 (inclusive of cost-share), with equal
contributions from BDM-Oklahoma and the operator. Overall CRADA
selection will be based on the subjective assessment by BDM-Oklahoma of
the ability of the proposed project to meet the program requirements
stipulated in the program information package. Operators interested in
working with BDM-Oklahoma on a multiple-party CRADA in reservoir
