End Architect/Engineer services for Mechanical/Electrical projects at
Luke AFB, AZ. The successful firm shall provide Mechanical and
Electrical engineering services on an indefinite delivery/indefinite
quantity type contract including the following: a. Title I: These
services shall be related to a specific construction project and
consist of conducting field surveys and investigations to obtain design
data to be utilized in preparing contract plans specifications and cost
estimates. b. Title II: These services shall be related to a specific
or proposed construction project and consist of supervision and
inspection of construction. c. Other A/E Services: These services shall
be disign and construction related but are not connected to a specific
construction project. The services shall consist of developing design
criteria and performing fact finding studies, surveys, and
investigations. The total A/E fee for this contract shall not exceed
$750,000 per year and no single delivery order will exceed $299,000.
There is a guaranteed minimum fee of $5,000. The contract will be for
a period of one year, with a one year option. Firms which possess the
qualifications to perform the design services specified above are
invited to submit two (2) copies of their completed 254's and 255's,
A/E and Related Service Questionnaire for Specific Project. The
selection will be conducted with the combined use of the SF 254, SF
255, and the criteria listed below. Interested firms with more than one
office should indicate on their SF 255 the staffing composition of the
office in which the work will be performed. A/E selection criteria
will include (in order of importance): (1) Specialized Experience and
Knowledge of the Firm; (2) Professional Qualifications of staff to be
assigned to this project; (3) Progessional capacity of the firm to
accomplish the work within the required time frame; (4) Cost Control
Effectiveness, show 100% designed construction cost estimate, actual
construction bid cost, and total change order cost for completed
projects within the last three years; (5) Volume of Work previously
awarded to the firm by DOD, with the intent of effecting equitable
distribution of contracts among qualified A/E firms; (6) Past
experience of the firm with respect to performance on DOD contracts;
(7) Location of the firm or the office in which the work will be
performed shall be within 50 miles of Luke AFB, AZ (Luke AFB is located
15 miles west of Phoenix, AZ). The Government reserves the right to
make multiple awards to qualified firms resulting from this
