The National Institute of Standards and Technology (NIST) intends to
negotiate on a sole source basis with Dr. Brian Dickens to complete the
writing of computer programs in the ''windows environment'' for the gel
permeation chromatograph. The contractor shall provide a written report
suitable for publication summarizing results already obtained from the
application of near infrared spectroscopy to deduce the amount and
physical form of moisture in electronic packaging resins. Concurrently,
the contractor shall convert previously written DOS-based computer
programs which control the gel permeation chromatograph (GPC) to a
user-friendly ''windows '' program for the collection and analysis of
data on molecular weight distribution. --FOB Destination, Gaithersburg,
Maryland--The period of performance for this contract is from date of
award through December 31, 1996. There is also an option period for an
additional year. --This is a sole source requirement because Dr.
Dickens worked on this project previously, but did not have time to
complete the report. He is the only one familiar with the experiments
performed and the data obtained. He also performed the original
computer-interfacing and wrote the DOS-based computer programs. Since
the GPC, its associated detectors and the computer programs for control
and analysis are a unique facility, it is deemed to be much more cost
effective to employ someone already thoroughly familiar with the
equipment and the computer programs than to employ someone who must
first become familiar with the material.--See Note 1 and Note 26.
