A one year firm fixed price contract with three option years is anticipated. This procurement is Unrestricted. The applicable SIC Code is 8322. The contractor shall maintain a fully qualified staff and shall provide, to eligible employees and their immediate family members a full range of counseling services including (but not limited to): pre- marriage and marriage counseling, sex information and counseling, problem pregnancy counseling, family counseling, children's school counseling, parent-child counseling, problem drinking/drug addiction/gambling counseling, and interpersonal relationship counseling. The contractor shall be located within commuting distance by surface transportation of NUWC Division, Newport, RI and its Detachments. Technical proposals are required. Award will be made on the basis of ''Greatest Value'' to the Government with evaluation factors including: Management Approach, Personnel, Past Performance, Facilities, Technical Approach, and price.
