Officer, Fred S. Thomas. U.S. Army Aberdeen Proving Ground has a
requirement for a mount to interface between the AN/PAQ-4C Aiming
Device and the Carbine Rail System commonly called the ``Picattiny
Rail''. For all official reference documents, these mounts shall be
referred to as Mounts (ANPAQ4), F MILSTD 1913 RAIL. The modular rail
system used with the M4 carbine, commonly referred to as the
``Picattiny Rail'', is described in MILSTD 1913. These mounts shall
provide a secure interface between the AN/PAQ-4C Aiming Device and the
``Picattiny Rail''. The mount must have the minimum characteristics:
Attaching device, such as the thumbscrew or lever that will allow
attachment and removal of mount with no special tools (common-sized
index wrenches are acceptable). It is preferred that the mount can be
attached and removed by hand with no tools. The mount must not loosen
when the weapon with the rail system, mount and aiming device is
dropped from a 3 foot height onto a concrete surface for 5 successive
times. The mount must be parkerized or finished with an equivalent low
reflective surface, to protect the metal from corrosion. Send three
