One each. The project consists of two phases: the first phase shall be mechanical and cryogenic and the second phase shall be fabrication and testing. The contractor shall complete the first phase before obtaining approval to commence the second phase. NIST shall use the chamber/shield system in a low background infra-red calibration facility.
