C -- ARCHITECT-ENGINEERING SERVICES FOR THE DESIGN OF REMEDIAL SYSTEMS FOR CLEANUP OF SITE UNDER COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSION AND LIABILITY ACT (CERCLA) SOL FSA-R-005-96DC DUE 030596. POC Martha Vines, 202-690-4030. This action last publicized in the CBD 01/18/96 is amended to provide additional information. (1) Closing date for responding to this notice is extended to 03/05/96. One copy of the SF-254/255 is to be received in this office no later than 4:00 pm; (2) SIC Code: 8713 with a size standard of $2.5 million applies; (3) Additional information about the Statement of Work (SOW): An A&E firm will be selected to design remedial systems for cleanup of sites under CERCLA. Work could include, but is not limited to, such diverse tasks as field investigation, environmental assessments including site archaeological investigations, engineering and construction surveying; engineering calculations, engineering reports, system design, contract preparation and onsite inspection for the construction of the remedial systems. Work could also include other activities necessary to implement response actions to releases of hazardous substances under the National Contingency Plan (NCP) codified at TITLE 4, Part 300 of the Code of Federal Regulations. Some of the activities could require the Contractor to collect water, soil, and possibly air samples in the field. (4) Evaluation Criteria: The following evaluation factors will be used in the evaluation of all A&E submittals for this project: All factors have similar importance with the exception of (iv) and (v) which have less importance. They are as follows: (i) The names and specific qualifications, experience and credentials of key personnel, including subcontractors, who will be working on activities under this contract. This especially applies to project management personnel. Include a narrative of how professional licensing requirements will be met in Kansas, Nebraska, and the six nearby States listed in the initial synopsis; (ii) Specialized experience and technical qualifications of the firms to undertake work under this contract. Include specific experience in evaluating and designing groundwater remediation systems; soil remediation systems; public potable water systems, effluent disposal systems, and other activities for CERCLA response actions. Cite specific experience and past contracts for similar work; (iii) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (iv) Capability of the offeror to complete the work in accordance with the proposed schedules. Include information as to current and projected workload and the capacity to accomplish work under this contract for the base period and option year; (v) Location of contractor personnel as it relates to project coordination and consolidation, travel costs, and other factors. List the location(s) from which travel will originate for contractor and subcontractor personnel in Kansas and Nebraska. Summarize familiarity and experience of project personnel with typical projects in the Kansas and Nebraska area similar to the activities of this contract; (vi) Small Business, Small Disadvantaged and Women Owned Small Business Subcontracting Plan-Firms will be evaluated on the extent to which offerors identify and commit to small business, small disadvantaged and women owned small business concern, historically black college and university, or minority institution in performance of the contract whether a joint venture, teaming arrangement or subcontractor. The proposed contract is being solicited on an unrestricted basis, therefore, replies to this notice are requested from all business concerns. For firms applying with multiple offices, indicate the office which completed each of the projects listed in Block 8 and list which office is under contract for all active contracts listed in Block 9. Use Block 10 of the SF-255 to provide any additional information desired. Telegraphic and facsimile SF-254/255s will not be accepted.
