The Federal government currently satisfies its intercity
telecommunications requirements through the Federal Telecommunications
System 2000 (FTS2000) contracts. The contracts will expire in December
1998. As a part of the continuing, open discussion related to the
provision of telecommunications services in the Post-FTS2000
environment, the government intends to make the following information
available to the public: ``Revised Post-FTS2000 Program Strategy.''
This document supersedes Section 7 of the ``Post-FTS2000 Program
Strategy,'' which was published in December 1994. In formulating the
revisions to the strategy, we paid close attention to the voluminous
comments and feedback from industry, government, and other interested
parties, responding to the strategy and draft RFPs. We have also
considered changes in the telecommunications environment which have
transpired since December 1994. These changes include reorganization of
the General Services Administration's telecommunications functions into
the Federal Telecommunications Service, passage of the
Telecommunications Reform Act, further evolution of the government's
telecommunications requirements, and the continued success of the
FTS2000 program, as demonstrated by the significant price reductions
stemming from last year's Price Redetermination and Service
Reallocation action. This document will be available on the Internet,
via the World Wide Web, on or about February 16, 1996, in Word Perfect
5.1 and Microsoft Word 6.0 format at the following site:
http://post.fts2k.gsa.gov. A copy of the document will be mailed to
industry on the bidders list for the Telecommunications Services (Draft
RFP No. KEF-95-BN-000A) or Technical and Management Support (Draft RFP
