The government anticipates issuance of a Draft Request for Proposals (DRFP) to provide Clinical Reference Laboratory Testing Services to Health Services TriCare Regions III & IV in their entirety and 1 site in Region V (up to 26 sites - Army, Air Force & Navy). The intent of the DRFP is to obtain industry input concerning management, technical and cost considerations for the proposed contract. Requirement specifics with respect estimated annualized regional test volume/mix, statement of work, evaluation methodology and other contract terms and conditions will be presented in the DRFP. The DRFP is scheduled for issuance on or about 19 Feb 96 with subsequent written response from industry required within 30 calendar days. Upon evaluation of industry response, the Government will codify changes, as deemed appropriate, and issue a formal Request for Proposals (RFP). Prior to submission of offers in response to the formal RFP, a pre-proposal conference will be conducted to address and discuss further concerns. Contract award is projected during the late FY 96 or early FY 97 time frame, with four available one-year options. This acquisition is being solicited on an unrestricted basis and may contemplate the use of multiple award procedures.
