Agency for International Development Mission to Kenya plans to issue an
RFP which will lead to the award of a follow-on contract to provide
technical assistance to strengthen the capacity of the Kenyan Ministry
of Health (MOH) to more effectively implement Kenya's national health
care financing program. This will be a performance based contract
funded under a new bilateral project and will build upon experience
gained under the ongoing Kenya health care financing project. The
contractor will establish an in-country technical assistance team,
resident at the MOH health care financing secretariat, to help
strengthen the public sector health care financing program and increase
private, non-governmental capacity to better meet the health and family
planning needs in Kenya. The contract shall be designed to directly
support the ojectives and activities identified under the USAID Aids,
Population and Health Integrated Assistance (APHIA) project. Upon
Agency approval and the availability of funds, the contractor will work
with the designated organizations to set up operations. The life of
contract will be financed at a level of either $5 million or $10
million, depending on USAID/Kenya's funding levels. The duration of the
contract is expected to be no more than five years. USAID encourages
the participation to the maximum extent possible of small businesses in
this activity as contractors or subcontractors. In addition, prime
contractors are required to set aside no less than ten (10) percent of
the total value of the award for subcontracts with gray amendment
entities (firms including women-owned, historically black colleges and
universities, U.S. Colleges and Universities with forty (40) percent
or more Hispanic American students, and minority private voluntary
organizations) in accordance with part 19 of the FAR and part 726 of
the AIDAR. It is anticipated that the prime contractor will make
maximum use of these concerns. All other selection criteria being found
equal, the participation of such concerns may become a determining
factor for selection. The RFP issuing date is expected to be no earlier
than 15 days after publication of this notice. The preferred method of
