R -- ARCHITECT-ENGINEER (A-E) TITLE I DESIGN SERVICES SOL F08637-96-R-4003. Due 032096. The subject services consist of Title I Architect-Engineer (A-E) design services for the production of designs, plans, drawings, estimates, specifications and investigative work needed to accomplish design of multi-discipline Operations and Maintenance (O&M) construction projects. Typical projects may include building addition/remodel projects; road, airfield and parking lot projects; heating, ventilation, and air conditioning projects; utility infrastructure and drainage projects, and environmental projects. An A-E firm with multi-disciplines will be selected. Knowledge is desired in the areas of asbestos abatement, State of Florida environmental permit acquisition and environmental compliance. All design shall be in accordance with current Air Force regulations and instructions, applicable building codes and state laws. Contract will include the option to go into a second year as long as funds are available. The maximum amount to be awarded per year is $750,000 with a maximum of $299,000 per delivery order. The A-E firm may also be called upon to perform comprehensive planning studies requiring digitizing capability or various professional studies with no contract document preparation involved. Firms desiring consideration should be multi-disciplined or clearly indicate their consultants. Joint ventures are encouraged. Desired disciplines include: Architects, Civil Engineers, Structural Engineers, Mechanical Engineers, Environmental Engineers, and Electrical Engineers. Capability to provide drawings on magnetic disk in digital format retrievable and manipulatable on government equipment with Autocad Version 12 software is required. Significant evaluation criteria in order of their relative importance are as follows: a) specialized experience and technical competence in O&M design for Air Force Facilities; b) professional qualifications; c) capacity for timely accomplishment of work; d) past performance on and familiarity with DoD and Air Force projects of this type; e) proximity of the firm to Tyndall AFB FL; f) cost control effectiveness as demonstrated by design awards or other recognition; h) volume of prior DoD work. The estimated construction cost range for each delivery order is between $100,000 and $2,000,000. In accordance with public law (10 USC 9540), A-E fees are subject to a 6% limitation of predetermined construction costs for direct design costs. The type of contract proposed is an Indefinite Delivery Indefinite Quantity (IDIQ) contract. This procurement is unrestricted.
