R -- INDEFINITE QUANTITY ENVIRONMENTAL ENGINEERING SERVICES, NAVAL SUPPORT ACTIVITY MEMPHIS, MILLINGTON, TN Sol N62467-96-D-5178, Due 032996, contact, Dolores Quinton, (901) 873-5061, Contracting Officer, Gary Busby, (901) 873-5061. This is an indefinite quantity contract. We will negotiate hourly rates for the various E/E disciplines required, overhead, profit and other cost elements. Upon award, negotiations will be conducted for each specific project based on the E/E effort required and the previously negotiated rates. E/E services will involve preparing studies; coordinating investigations; conducting inventories; conducting training to meet EPA standards for such areas as hazardous waste, lead in paint, SARA Title III, asbestos, field sampling, etc., sampling/analysis, evaluating results of studies; preparing plans, specifications, and cost estimates for minor construction/demolition/displacement jobs, repairs, and site preparations for environmentally related areas, keeping in compliance with all state, Federal, Navy and local laws and regulations. Estimated cost for each project is approximately $10,000 to $200,000 and the fee for any single project shall not exceed $99,00; a minimum fee of $10,000 is guaranteed. The Government may exercise a second year option on this contract. The intention to select a firm with capabilities, either in-house or by subcontractor, in the environmental engineering field, providing a fundamental base for comprehensive environmental services, experienced with the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Occupational Safety and Health Administration Act (OSHA), Toxic Substance and Control Act, National Emission Standards for Hazardous Air Pollutants (NESHAPS), and relevant Federal, State and local regulatory requirements. Some or all of the projects may include work which involves removal of friable and/or non-friable asbestos and/or PCB contaminated materials. Selection will be based on the following criteria: 1. Qualifications of the staff assigned to do the work. These include the following: capabilities, either in-house or by subcontractor, in the environmental engineering field, providing a fundamental base for comprehensive services; experienced with the Clean Air Act, Clean Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Occupational Safety and Health Administration Act (OSHA), Toxic Substance and Control Act (TSCA), National Emission Standards for Hazardous Air Pollutants (NESHAPS), relevant Federal, state, and local regulatory requirements, and removal of friable and/or non-friable asbestos and/or PCB contaminated materials; 2. Capacity of the firm to accomplish the contemplated work within the required time limits; 3. Quality Assurance and bid document coordination methods used during design; 4. Volume of work previously awarded to the firm by the Department of Defense; and 5. Location of the firm's distance from NAVSUPPACT Memphis. If the firm has branch offices in more than one city, indicate the number of personnel in each discipline in the office that will be responsible for work under this contract. E/E firms which meet the requirements described in this announcement are invited to submit completed SF 254 unless already on file and SF 255, U.S. Government environmental engineering qualifications, to the office shown above. In the case where an insufficient number of SF 255's are received, then firms having a current SF 254 on file with this office may be requested to submit a SF 255.
