Air Mobility Command (AMC) has prepositioned the Master Solicitation, F11626-94-R0027 to procure domestic commercial airlift services. This document contains the terms and conditions that will govern future contracts for the transportation of DOD passengers or cargo. The Master Solicitation standardizes contract provisions; contains instructions for accessing the EDI system; permits carriers to submit their Certifications and Representations on a one time basis, and to pre qualify by completing the DOD air carrier approval process. This prepositioning of the Master Solicitation will allow AMC to solicit the domestic exercise Roving Sands which beings in early April. Re-deployment of this exercise will begin approximately in the later part of May. Historically approximately 14,000 troops have been deployed and 13,000 troops re-deployed. Individual solicitations will procure domestic charter airlift from DOD approved air carriers, large and small, in an expedient electronic means. Apart from a few individual requirement details, the individual solicitations will merely reference the Master Solicitation.
