Offer (RFO) for the Repair Bascule Bridge Controls. The project
consists of all labor, materials, and equipment required to remove the
existing controls system and replace it with a new electronic system.
The work also includes four (4) each forty (40) horsepower electric
motors and some HVAC work on the control room. The contractor will be
required to install the hardware and software and maintain it in a
working condition for a one-year warranty period. All onside work shall
be completed in a sixty (60) calendar shut down of the bridge with all
materials being in place before bridge shut down occurs. The
specification and drawings will be mailed under separate cover to those
firms requesting copies. This procurement is 100% set-aside for Small
Business Concerns. The SIC for this procurement is 1731. Size standard
$7.0M for the past three years. The estimated cost of this project is
between $500,000 and $1,000,000. This solicitation will be released
via the NASA Acquisition Internet Service (NAIS). All potential
offerors will be responsible for downloading their own copy of the
solicitation with hardcopies being made available on request, but the
closing date will be the same as that required for the NAIS released
solicitation. It shall be the responsibility of each offeror to monitor
NAIS for solicitation releases as the solicitation will be released as
soon as practicable whether prior or subsequent to February 22, 1996.

be considered by the agency. An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the contracting officer,
or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Interested parties are
