McChord AFB has an interest in identifying contractors capable of removing the existing aircraft wash system and replacing it with a new system to meet the following criteria: 1) System must be capable of processing up to 10,000 gallons of aircraft wash and rinse water per day. The system must be capable of treating the following hazardous wastes in the following concentrations (all ppb): (.1 arsenic, (1 barium, .2(5 cadmium, .1(15 chromium,.4-10 copper, .1(100 lead, (.1 mercury, .1(10 nickel, (.1 selenium, (.1 silver, and .2(10 zinc; 99% H2O, 1% oil, and 1% sludge. The water volume may be reduced by 50% or more if a new high-pressure, low-volume aircraft wash and rinse system is installed. 2) Recycled water must be polished to near drinking water quality, with similar chemical characteristics to the natural drinking water supply. The intent is to reuse the recycled water as aircraft washwater, and possibly aircraft rinse water. The goal is to recycle and reuse 50-75% of the combined wash and rinse water expended during aircraft washings. 3) Recycled water will not designate as hazardous waste when analyzed for toxic elements via the Toxic Characteristics Leaching Procedure. 4) The system will employ the most effective of modern Best Available Control Technology (BACT), maximizing the use of filters, membranes, reverse osmosis and ion exchange technologies, and minimize the use of chemical flocculation technology. 5) the system may specify new high-pressure, low-volume wash and rinse systems for use by the washrack operator. 6) Removal of chemicals used in the washing process from the wastewater(Stoddard solvent and aircraft detergent). Interested sources capable of performing these types of functions should identify their interest and provide technical literature describing the capabilities of their system, to include operations and maintainability, not later than close of business 18 Mar 96.
