NV/RSTA) is interested in seeking sources in competing for award of an
Engineering Manufacturing Development (EMD) contract for the
Lightweight Laser Designator Rangefinder (LLDR). LLDR is an integration
of laser designator, laser rangefinder, azimuth and vertical angle
measurement, global positioning system (GPS), thermal imager, optics,
and digital data export technologies into a field capable device
(including battery, tripod, and all other required ancillary items)
weighing less than 30 pounds when distributed in roughly two 15 pound
loads. LLDR must provide target designation capability for precision
guided munitions out to ranges of 5 kilometers for stationary targets
and 3 kilometers for moving targets, eyesafe rangefinding to 10
kilometers (20 desired), azimuth and vertical angle measurement to +/-
10 mils relative to grid north, day/night operation, and digital
output of target and self-location data for transmission by an existing
digital message device such as the Forward Entry Device (FED) or
similar tactical computer. Emphasis will be placed on currently
available non-developmental technologies with emerging technology
acceptable if low risk and cost effective. Modularity is encouraged
consistent with user rewquirements, weight, and cost limitations. A
draft Solicitation will be available for review and comment on the
CECOM Electronic Bulletin Board (EBB) on or about 7 March 1996 with
contract award as early as Fourth Quarter FY96. The contract will
consist of a two-year EMD effort yielding a quantity of 15 units for
test leading to a Milestone III production decision at the end of the
EMD effort. Bidders will be asked to supply a Design-to-Cost goal as
part of their EMD proposal. If at the end of the EMD effort the
successful bidder submits a production proposal consistent with the
Design-to-Cost goal, and the DTC goal is within the affordabilitiy
range of the Government, the Government will strongly consider a Sole
Source Porduction award to that bidder at the DTC price. Currently the
production quantity is estimated to be 600 units. The Government will
reserve the right to recompete the production award if the DTC goal is
not met or if technical performance is not to acceptable standards.
Production is envisioned to start in FY99. An industry Brief to discuss
the LLDR program will be held on 21 March 1996; 9:00 am to 12:00 noon,
in the Night Vision & Electronic Sensors Directorate's, Looft
