- THIRTY-SIX (36) months. Investigate and develop a generic
methodology and supporting toolset to support the use of
scenario/storyboarding techniques to aid in system conceptualization.
Techniques for evolving the informal scenario/storyboard information to
more formal, semi-formal downstream system lifecycle process/tools will
also be investigated, analyzed and implemented. This effort is divided
into two major tasks. The first task is a study effort which applies
USER-CENTRIC SOFTWARE ENGINEERING (USE) process to several small
applications to aid in the derivation of a USE-oriented
methodology/toolset for system conceptualization which is based on
scenario storyboarding techniques. Approaches for evolving the scenario
information to downstream formal, semi-formal processes in the system
lifecycle (such as the design and rapid prototyping areas) will also be
investigated and analyzed as part of the study effort. The second task
of this effort will utilize the results of the study effort to
implement the scenario/storyboard-based toolset and evolve its data to
further COTS lifecycle process/tools. The successful contractor may
receive and/or generate technical data subject to export control in the
performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further

1-800-352-3572. The RFP will be released no sooner than 15 days after
publication. Foreign participation is excluded at the prime contractor
level. Secret clearances will be required for performance. An
Ombudsman has been appointed to hear significant concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. Routine questions, such as clarifications of the Statement
of Work or the terms and conditions, are not considered to be
''significant concerns'' and should be communicated directly to the
Contract Specialist, Bruce R. Montoya, 315-330-4938. The purpose of the
Ombudsman is not to diminish the authority of the contracting officer
or program manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,

the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. No telephone requests for
