National Center for Research Resources (NCRR) of the National
Institutes of Health (NIH) has a requirement to provide all necessary
services, qualified personnel, materials, equipment, and facilities,
not otherwise provided by the Government, to obtain the advice and
guidance of a senior evaluation consultant to develop the appropriate
methodology and design including preparation of cost estimates for a
full-scale evaluation to determine the effectiveness of the Biomedical
Technology Resources. These resources support and promote the
development and use of cutting-edge technologies such as high
performance computers, advanced technology microscopes, laser
instrumentation, and spectrometers. The current emphasis of these
resources is to extend the biomedical applications of computers,
engineer new instruments to solve biomedical problems, and advance the
study of molecular and cellular structure and function through use of
specialized technologies. Specifically, the Contractor shall have
demonstrated expertise and/or be knowledgeable in: 1) evaluation design
and methodology development, 2) data analysis and synthesis, 3)
computer database software and system operations, 4) scientific
research and technology, 5) management of large research projects, and
6) knowledge & management of Federally-funded grants, contracts and
resource centers. The Contractor shall also have good written and oral
communication skills and experience in coordinating and conducting
meetings. The consultant must be an evaluation expert. Please submit 1)
staff curriculum vita, 2) final evaluation reports, and 3) other
pertinent material. The anticipated period of performance shall begin
July 29, 1996, and continue through March 1, 1997. NOTE: The purpose of
this synopsis is to ascertain qualified small businesses and/or
eligible 8(a) sources for this type of service. The government intends
to negotiate either 1) under the 8(a) Program, or 2) Set-Aside for
Small Businesses. Responses will not be considered as either bids or
proposals, cost or pricing data must not be submitted. Concise
responses directed specifically to the requirements mentioned above are
requested and will be considered. The Standard Industrial Code is 8742,
the small business size standard for a concern under this requirement
is having average annual sales or receipts for its preceding three (3)
fiscal years not in excess of $3,500,000. An original and five (5)
