primary objactive of this procurement is to obtain a contractor htat
has successfully developed an expertise in conducting interviews and
evaluating leadership qualities in applicants pursuing high level
positions. A Corps-wide contract is anticipated that will require a
contractor to interview and evaluate leadership qualities in applicants
for high level civilian positions within the U.S. Army Corps of
Engineers. The contractor will be responsible for developing and
demonstrating the means for measuring leadership qualities for the
purpose of successfully predicting a candidate's leadership abilities;
interviewing and assessing the leadership qualities of any applicant
seeking a high level position within the Corps; and providing a written
analysis of each applicant interviewed for the purposes of providing
the Corps with a reliable indicator of a candidate's performance as a
leader when placed in a high level position. The contract period will
be for base year with four-one year option periods. This will be a
requirements type contract, with delivery orders issued as vacancies
occur, for the interviews. The minimum amount of each delivery order
will be $2,000.00, while the maximum amount will be $40,000.00. The
contract ceiling amount per year is $80,000.00. This procurement is
being solicited as a competitive negotiation under Source Selection
Procedures. The evaluation factors are technical and price. The
Technical Evaluation Factors are listed in descending order of
importance: (1) Management Principals, (2) Technical, and (3) Work
Schedule. A detailed description of the factors will be cited in the
