The Government, under the auspices of the Non Lethal Program, is soliciting information on currently available Non Lethal 40mm Marker Munitions, if any, which provide a combined non lethal blunt impact and target marking effect for the 40mm M203 Grenade Launcher. a) The munition should produce enough force upon impact to incapacitate a targeted individual out to a minimum effective range of 30 meters required, 50 meters desired. A minimum engagement range of 10 meters is required. The munition must also mark the target upon impact with a non-toxic, non-hazardous substance identifiable from a range of 100 meters. The munition design shall also be able to deliver clandestine marking substances that can only be seen upon illumination with infrared or ultra-violet light. b) The munition should not cause lethal injuries to human targets at intended engagement ranges. c) The munition should be capable of being fired from the standard issue M203 40mm Grenade Launcher mounted on the standard issue M16A2. d) The munition must be a non-explosive, non-fragmenting device. e) The munition shall be rugged enough to withstand being externally carried by soldiers on their equipment during the rigors of performing individual movement techniques or moving through an urban environment in combat/threatening condition. f) It is desired that the marking dye be capable of being dispensed at hot (125 deg F) and cold (0 deg F), as well as ambient temperatures. Interested contractors are invited to submit the following information at NO COST or obligation to the Government: Company name, address, point of contact with telephone number, item nomenclature, item description, brochures/literature, specifications, material breakdown, performance and reliability information (including functionality at temperature, availability/status (i.e., commercial off-the-shelf, pre-production prototype), and cost.
