Training Systems (ACTS) Integrated Product Team (IPT), Aeronautical
Systems Center (ASC), Eglin Air Force Base, Florida, plans to contract
for an upgrade to the existing Air Warrior Measurement and Debriefing
System (AWMDS) installed at Nellis AFB, NV, and at Fort Irwin, CA.
Initial AWMDS installation was completed in late 1993 as the National
Training Center/Air Warrior (NTC/AW) system. The AWMDS interacts with
US Army National Training Center-Instrumentation System (NTC-IS)
instrumentation installed at Fort Irwin, making it possible to conduct
realistic air-to-ground and surface-to-air combat training, as well as
the conventional air-to-air MDS training capabilities. The AWMDS and
NTC-IS continuously exchange all participant and engagement related
data (e.g., position location, weapons type and status, engagement
events and results, etc.) via a microwave link between Nellis AFB and
Fort Irwin. The AWMDS consists of a Tracking Instrumentation Subsystem
(TIS) array (at Fort Irwin), the Control and Computation Subsystem
(CCS) (at Nellis AFB), Display and Debriefing Subsystem (DDS) consoles
(at both Nellis AFB and Fort Irwin), and Aircraft Instrumentation
Subsystem (AIS) pods (installed on Air Force aircraft flying out of
Nellis AFB). The pods are Air Combat Maneuvering Instrumentation (ACMI)
pods that have been modified by the addition of laser detectors to
allow them to operate with NTC-IS Multiple Integrated Laser Engagement
System (MILES) instrumentation. The pods detect simulated
surface-to-air engagements by MILES instrumentation on Army weapons and
process and downlink those data, as well as data regarding use of
aircraft weapons, to the AWMDS CCS where engagement simulations (both
air-to-ground and surface-to-air) are processed using table-look-up
information for weapons types, target types, distance-
between-participants, and other significant factors to determine kill
probabilities that are then converted to kill determinations for each
engagement. Aircraft are tracked using ground-based ACMI
multilateration instrumentation. A total of 21 TIS interrogator sites
(organized into 3 TIS master arrays) are used to provide tracking
coverage of the Fort Irwin training ranges. The continuous exchange of
data between the NTC-IS and the aircraft participants and up to 700
ground participants and to conduct post-mission debriefings, at Fort
Irwin as well as at Nellis AFB. To allow the Army to conduct debriefing
at the unclassified level out in the field during their training
exercises, a Secure Data Filter subsystem has been added at Fort Irwin
to strip out classified portions of the debriefing data. The required
upgrade of the AWMDS shall: a) Provide CCS software and hardware to
process data from 4000 ground participants, b) Change the Debrief and
Display Subsystem (DDS) and Advanced Debrief and Display Subsystem
(ADDS) software to display 4000 ground participants, c) Upgrade the
fiber-optic hardware to transfer the necessary data for up to 4000
ground participants from Ft Irwins Range Data Management System (RDMS)
to Nellis AWMDS, d) Pass data from the commercial T-1s in building P-6
through the fiber optics to the AWMDS computer in building 242 with no
loss of data, e) Not degrade the existing AWMDS in its timing,
throughput, or display characteristics, f) Be expandable and capable of
being upgraded (open architecture design), g) Facilitate an upgrade to
the advanced message oriented data security module (AMODSM) and
provide the hooks for and upgrade to a GPS-based tracking system, h)
Provide a distributed interactive simulation (DIS) compliant system at
the system level, i) Accommodate an expansion of AWMDS coverage
paralleling the Armys plans to expand its instrumented coverage to the
east of the present Ft Irwin range upgrade, j) Expand AWMDS ground
participants to include types added by the MILES 2000 upgrade, and k)
Not degrade operations of the data process of the Secure Data Filter.
The CCS and ADDS software is owned by the USAF and will be provided as
Government-furnished software. The essential requirements of this
contract will be for the acquisition of commercial off-the-shelf (COTS)
CCS hardware, assembly of this hardware into an operational subsystem,
software modifications to the CCS and ADDS, installation, and
integration of subsystems into the AWMDS, and test and demonstration of
the integrated system. The anticipated contract type will be firm fixed
price. A draft request for proposal (RFP) is scheduled for release in
late May 1996 followed by one-on- one meetings with potential offerors
and an orientation visit to Nellis AFB. An RFP is scheduled for
release in late August 1996 with proposals due 30 days after RFP
release. Contract award is planned for late December 1996 with a TBD
month performance period. Information associated with this program may
be classified up to and including SECRET/NOFORN. The computer system
must be accreditable in accordance with current USAF computer security
policies. An AWMDS technical library is available containing the
current technical orders, and other information relevant to this
acquisition. A 24-hour limitation for temporary loan of this

contractors who have registered with and are certified access to DoD
Scientific And Technical Information (STINFO) (with access to export
controlled information) by the United States/Canada Joint Certification
Office, Defense Logistics Service Center, Battle Creek MI 49016-3412,
(1-800-352-3572) are eligible to receive solicitations or be granted
access to the technical library. Certification is accomplished using DD
Form 2345, Military Critical Technical Data Agreement. A statement of
Terms and Conditions for Release of Air Force-Owned or Developed
Computer Software Packages must be completed by each offeror and
returned to ASC/VXC prior to being granted access to the Air Force

statement of capability within fourteen (14) days of this announcement.

capability must include but not be limited to successful experience or
capability as a prime contractor, in the integration of COTS hardware
for a Measurement and Debriefing System (MDS) or specific similar
applications, modification of government-furnished software (GFS) or
development of software for an MDS or specific similar applications,
installation, integration and test of such COTS hardware and developed
or modified GFS for an MDS or specific similar applications and the
facilities and personnel to handle and store classified information at
the SECRET/NOFORN level . Respondents to this notice will not be
notified of the results of the evaluation of information submitted.
After the statements of capability have been screened, any draft or
final solicitations will be issued to those prospective sources who, in
the sole judgment of the purchasing activity, have the capability to
successfully fulfill the AWMDS Upgrade requirements. Firms responding
to this synopsis should include and state whether or not they are a
small business concern or small disadvantaged business concern as
defined in FAR 52.219-1 and FAR 52-219-2. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
concerns. Potential offerors should use established channels to
request information, pose questions, or voice concerns before
