Point, Michael McFarland, (202)720-4179 The USDA, MAP Program Office,
intends to place a non-competitive procurement with Executive
Consulting Services, to test the use of LSS' ODDESY (Object-oriented
Design and Development System) for the development of an effective
business process analysis methodology. The ODDESY VEA-BEE methodology
and software will be used on USDA's personnel function only, and will
provide the ability to describe processes and capture information to
measure performance. ODDESY is a set of object-oriented application
development tools developed by LSS. ODDESY-developed applications are
database independent, communications independent, front-end
independent, and hardware independent. This allows the integration of
applications which use different databases, network topologies,
protocols and user presentation interfaces. The object-oriented VEA-BEE
methodology was introduced by LSS to provide a sophisticated system for
enterprise re-engineering. VEA-BEE was developed using ODDESY. The
object technology foundation provides the ability to integrate
information systems on a global (agency-wide) basis. This enables
business process re-engineering to achieve significantly greater levels
of organizational and operational effectiveness. VEA-BEE's ability to
import and export data from existing legacy systems allows the pooling
of agency-wide knowledge and information, makes possible for pooled
knowledge and information to be made available to any member of the
organization, and provides the framework for effectively managing the
agency's business processes to ensure that the overall missions and
objectives set forth in the strategic plan are being successfully met.
USDA knows of no other vendor offering these unique capabilities of
software tools and methodology for business process re-engineering. No
solicitation document exists and no telephone inquires will be
accepted. All vendors interested in this procurement are encouraged to
respond in writing within 15 days after publication of this notice.
Written responses must include prices and technical information
sufficient to determine that the proposed software and methodology
provides the same or better capability at equal or less cost. No other
source is known to exist for this proprietary software and
