Specialist, (410) 786-5143. The Health Care Financing Administration
(HCFA) is seeking to identify sources for re-engineering the Adjusted
Community Rating Proposal (ACRP) system. The ACRP system is used as
part of HCFA's Managed Care Organization (MCO) application and
oversight procedures. Most of the information submitted by MCO's, as
part of the ACRP process, is confidential and is used to ensure that
premiums are priced accurately and beneficiaries are not overcharged.
A re-engineered ACRP system will permit: electronic transmission of
ACRP data and user friendly systems support; consideration of the
changing financial environment that plans are experiencing and how
these changes impact on development of commercial and Medicare
premiums; a better focus on critical issues important to HCFA and
Medicare beneficiaries (e.g., cost sharing); and integration of
financial integrity findings into HCFA policies and oversight
procedures. The re-engineered system will permit consistent and
efficient completion of ACRP requirements leading to accurate
calculations of beneficiary premiums, program savings and losses,
accurate assessments of value for additional and supplemental services,
flexible benefits, point-of-service, and other MCO offerings. The ACRP
has been used since 1985, implemented as part of TEFRA requirements,
to ensure beneficiary protection as the number of risk MCO's continue
to grow. The contractor must have expertise or capacity to obtain
expertise on: program and systems re-engineering; MCO financial
strategies and planning; applicable statistical and actuarial
techniques; systems design and development (EDI, PC-based databases,
new technology); and project, focus group and workgroup management. The
contractor will: (1) complete all work within 9 months of award; (2)
provide a draft and final work plans; (3) in cooperation with HCFA,
establish a volunteer workgroup and hold focus groups to advise on
methodology and outcomes; (4) perform research on legislative,
regulatory and other requirements, and obtain input from interested
parties; (5) complete a report on recommended models (e.g., approaches,
systems needs, time lines); (6) develop an approved system (e.g., draft
instructions, system specifications); (7) test the approved system; and
(8) assist in implementation of a new system (e.g., training). The
contractor must be free of all appearances of or actual conflicts of
interests. The contractor must not have any relationships or
arrangements through its business operations or its employees that
could be considered as possibly lessening the company's objectivity
concerning any aspect of the re-engineering of the ACRP system (FAR
9.504). The contractor must provide information that demonstrates that
it is free of any potential biases that might affect the results of
the re-engineered ACRP System. Interested parties who believe they can
meet these requirements should submit a written capability statement
no later than March 8, 1996. This statement must be substantiated by
complete and detailed technical literature and no longer than 30 pages
(including attachments). Firms must specify a name and telephone
number of a point of contact and indicate their size status under SIC
Code 8742 which has an annual small business size standard not to
exceed $5 million per FAR 19.102. This Sources Sought synopsis is for
information purposes only, it does not constitute an RFP and is not to
be construed as a commitment by the Government. The purpose is to
identify potential responsible sources and status prior to possible
solicitation. The information provided by respondents will be evaluated
to identify capable potential sources for this effort. Respondents will
be included on any mailing list for any RFP that may result from this
Sources Sought. The Government does not intend to award a contract on
the basis of this notice or otherwise pay for any information
solicited. Those firms that are interested should submit appropriate
