C -- DESIGN, CONSTRUCTION AND TESTING OF CENTRAL CHILLER PLANT FACILITY AND OTHER ENERGY SAVING PROJECTS SOL H96-2743. NIH/NCI-Frederick Cancer Research and Development Center (FCRDC) and Science Applications International Corporation (SAIC) as Operations and Technical Support contractor for the Frederick, MD facility under contract number NO1-CO-56000, intends to negotiate with Allegheny Power Services (APS), APS COGENEX for the complete design, construction and testing of a central chiller plant facility and other energy saving projects. Design and construction efforts include: 1) Perform Energy Audit Report for the Group 6 and 7 areas in support of the Central Chiller Plant (3000 ton capacity) and all NCI-FCRDC buildings with regards to lighting, signage, and other energy conservation measures, 2) Coordinate with SAIC and the USAG Department of Public Works to establish the most cost-effective and energy efficient design of the Central Chiller Plant, 3) Evaluate and determine power and utility support requirements to feed the new chiller plant, 4) Provide a detailed piping distribution system to deliver chilled water to the identified buildings within the work scope area specified, 5) Provide the following turn-key services and financial support: Technical assessment, Economic Analysis and Feasibility Study, Utility Rate Analysis, Comprehensive Engineering and Design in accordance with Central Chiller Plant Scope of Work #516, Procurement, Construction Management, Customer Service and Technical Support, Education and Training, Performance Monitoring, Project Implementation and Management, Coordination of Utility Programs and associated Rebates, Fuel and Electrical Energy Purchasing, Error and Omission Insurance, Project Bonding Provide as-built documentation in accordance with Scope of Work #516. In addition, provide the following Energy Conservation Measures where cost effective: 1) Energy Efficient Lighting, 2) Occupancy Sensors, 3) Energy Management Control System, 4) Thermal Energy Efficiency Measures, 5) Variable Frequency Drives, 6) Central Chiller Plant (Centrifugal vs. Gas Absorption), 7) Effective use of waste heat, 8) Thermal Storage for peak load reduction, 9) Water Conservation, 10) Fuel Switching and 11) Maximum Efficiency for Laboratory Chemical Fume Hoods. Provide Financing Alternatives for the projects in the form of: Turn-Key Purchase, Capital Lease, Operating Lease or Performance-Based Paid-From-Savings Energy Services Agreement.
