Furnish all plant, labor, equipment and materials and perform all work
for drydocking the Corporation's Buoy Barge No. 6704 and for
performing the required maintenance and repair work. The buoy barge has
approximate dimensions, as follows: Length 45.7 m. (150 ft.); breadth
18.2 m. (60 ft.); and Depth from deck to bottom of hull 3 m. (10 ft.).
The maintenance and repair work shall include blast cleaning and
painting, repair and refurbishment of the bow thruster propeller,
installation of fathometer transducers and possibly installation of sea
chest. All work shall be completed within six (6) weeks of the barge
entering drydock. Bidder's drydock facility must be within 350 nautical
miles of the Corporation (Massena, New York) in order for their bid to
be considered for evaluation and award. The buoy barge will be
delivered to drydock between June 15 and July 15, 1996. Cost range
between $100,000 and $250,000. Bid opening date approximately
Wednesday, April 17, 1996. $50 nonrefundable fee per set for plans,
specs., and drawings. Written requests for Invitation for Bids must be
received no later than 15 days after CBD publication and shall be
requested by mail. No telephone requests. This will be a Firm-Fixed
Price Contract. This solicitation shall be issued in accordance with
the ``Small Business Competitiveness Demonstration Program''. All
responsible sources may submit an offer which shall be considered by
the Saint Lawrence Seaway Development Corporation. ``THIS NOTICE IS FOR
INFORMATIONAL PURPOSES FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED
BUSINESS ENTERPRISES: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
