The Naval Medical Logistics Command has a requirement for reagents and supplies for the operation of Ektachem 700, Ektachem 250, and DT60-II chemistry analyzers aboard the hospital ships USNS Comfort and USNS Mercy. These facilities are maintained in a deployable status, but do not treat patients on a regular basis. The Navy intends to negotiate with Johnson & Johnson Clinical Diagnostics Incorporated, Woodbine, MD as the only source that can provide reagents and supplies, with FDA clearance to market, for the Kodak Ektachem analyzers. J&J must provide the reagents and supplies for the analyzers during the reduced operating and full operating status. J&J shall have a system whereby they can receive delivery orders 24 hours a day, 365 days a year. This system shall provide at least two means of communication by which delivery orders can be placed and a means to acknowledge the delivery orders immediately upon receipt. J&J shall insure delivery of 95% of the required items within 48 hours of initial notification of the requirement to the delivery site, with the completion of any remaining items of the initial order within 72 hours of initial notification. J&J shall provide resupply capability for reagents and supplies to the ships while activated, packaged for air transportation outside the continental United States, in accordance with applicable regulations. It is anticipated that the contract will be firm fixed price requirements contract for the base year with four option years. This notice is not a request for competitive proposals.
