Foley/Contracting Officer NASA/MSFC plans to issue a Request for
Quotation (RFQ) for a Digital Control System Upgrade for an MTS Model
810 Load Frame -- Quantity 1 EA -- The following specifications provide
the MSFC/NASA Metallic Materials & Processes Division with a Digital
Control System for existing MTS Model 810 load frames -- This is
intended as both a replacement for an obsolete control system and a
direct substitution (at a critical sub-component or system level) for
an existing digital control system -- The direct interchangeability
affords the real time assessment of the system fault and numerous
options for continued materials testing -- SYSTEMS SPECIFICATIONS: --
1.0 System Compatibility -- The proposed system shall be fully
compatible with the existing MTS Model 810 load frames electrical,
hydraulic, mechanical, and dimensional systems. No prototype or
non-native hardware or software is acceptable -- The system must be
compatible in operating architecture and function with an existing
digital control system ECN 1397512 -- 2.0 Documentation -- The
following documentation will be provided: Certificate of Compatibility
with MTS Model 810 Load Frames and existing digital control system ECN
1397512; A set of operations manuals in protective binders; A set of
electrical schematics for installation and troubleshooting; A set of
mechanical assembly drawings; Certification of Calibration at component
and assembly levels -- 3.0 INSTALLATION -- Authorized vendor certified
personnel shall provide installation at MSFC/NASA -- This installation
shall demonstrate the compliance of the system to specifications and
inter-changeability -- One full day of on sight training will be
provided immediately following successful completion of the
installation -- 4.0 SYSTEM OPERATING ARCHITECTURE: -- The operating
system shall be an icon and window user interface allowing mouse and
keystroke control -- The system software must be a true multi-tasking
operating system to allow for; monitoring of the current test through
real-time display scope and data display functions; configuration of
future tests; evaluation of prior tests; and operation of other data
applications, The system software shall allow the utilization of a
system manager to implement a password protection set of users --
Complete specifications will be provided in the RFQ -- This procurement
is being conducted under the Simplified Acquisition Threshold (SAT)
portion of the Federal Acquisition Streamlining Act (FASA) -- Request
for copies of the RFQ must be submitted in writing -- Transmission by
facsimile to 205-544-9081 or by Internet e-mail to kenneth
smith@msfc.nasa.gov is acceptable -- The RFQ will be released on or
about 15 days after publication of this notice in the Commerce Business
Daily (CBD) -- The RFQ will have a 15 day response period -- This
procurement is a total small business set-aside -- An ombudsman has
been appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postward phase of this acquisition
-- The purpose of the ombudsman is not to diminish the authority of the
contracting officer or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of quotes, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, TBD --
Concerns, issues, disgreements, and recommendations which cannot be
resolved at the installation may be referred to the NASA ombudsman
