The Air Force Development Test Center (AFDTC) intends to solicit and negotiate with only one source, TA Instruments, 109 Lukens Drive, New Castle DE 19720, 3024274100. In accordance with FAR 6.302-1, TA Instruments is the only known source that can meet the Government's minimum essential requirements for the Differential Scanning Calorimeter (DSC) Module, part number 915000.901/923200.901 capable of meaningful analysis of samples to 100 microgram quantities of highly energetic hazardous materials and explosives. Minimization of sample quantities are required to comply with the safety and quantity distance restrictions per AFR 127-100, ''Explosive Safety Standards'' and reduce the environmental impact of disposing hazardous materials as per the cradle to grave monitoring instituted under the Air Force Pharmacy program and the Federal Resource Conservation and Recovery Act.
