70 -- PURCHASE, INSTALLATION AND MAINTENANCE OF COMPUTER BACKUP SOFTWARE Solicitation No. 3814. Due 031196. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Contract Line Items: 1. Computer Backup Software for 5 locations; 2. Initial Software Installation at 5 locations; and 3. Annual Software Maintenance and Upgrades for 5 Fiscal Years. Installation locations are: New Orleans, LA; Anchorage, AK; Camarillo, CA; Denver, CO; and Herndon, VA. Offeror must separately price Computer Backup Software by application being proposed and Fiscal Year; separately price Computer Backup Software Installation by location and Fiscal Year. Separately price Computer Backup Software Maintenance and Upgrades by Fiscal Year. Prices may be stated as dollars or as a discount from published market catalog list prices or GSA Federal Supply Catalog list prices. If catalog pricing is used, provide copy of the catalog pricing with proposal. Any contract that may result from this solicitation will be an Indefinite Quantity contract. All quantities are estimated. All separately priced quantities will be evaluated for award through Fiscal Year 2000. For purposes of evaluating pricing, the Government will assume purchase and installation of Computer Backup Software for 3 locations in Fiscal Year 1996 and purchase and installation of 2 locations in Fiscal Year 1997. The first two locations will be purchased at contract award and the third location by September 1996. Assume the two location purchases and installations will be made by March 1997. Offerors shall price their proposals accordingly, including Maintenance and Upgrades through Fiscal Year 2000 (Sep 2000). The following list details the Numbered Functional Requirements in descending order of importance for the backup software required: 1. Run on multiple operating systems, including Solaris 2.x, Netware 4.x, and Windows NT 3.51 or greater. 2. Support multiple client platforms, including Sparc-based workstations and servers and Intel-based workstations and servers. 3. Interface with Oracle Parallel backup and restore utilities (OBACKUP) to provide a high performance, high speed on-line backup in a reduced time window. 4. Backup Novell 4.1 Netware Directory Services directory tree. 5. Handle 4-25GB filesystems. 6. Support 8mm autohangers, optical disk jukeboxes, and DLT carousels. 7. Provide concurrent device support also with parallel streaming of data to the multiple devices. 8. Perform client-side compression of backup data to reduce bandwidth utilization resulting in increased throughput and shorter backup times. 9. Keep index files at 1% of total amount of data. 10. Read tape cartridge bar-code labels. 11. Provide a user-friendly, GUI-based environment. 12. Have a volume/media management scheme that pools and protects data from accidental erasure and allows for a fixed tape rotation schedule. 13. Backup Netware and NT Clients to a Solaris-based server. 14. Backup Solaris and NT Clients to a Netware Server. 15. Current production version, no beta software. 16. Annual maintenance and technical support for all software. Delivery: Computer Backup Software Installation shall be within 15 days after receipt of order. First delivery locations are New Orleans, LA, and Anchorage, AK, followed by Denver, CO, and, in Fiscal Year 1997, Camarillo, CA, and Herndon, VA. IMPORTANT INFORMATION: Evaluation criteria is descending order of importance are technical capability, past performance and cost. Past Performance: Offeror is required to provide in writing 5 names and addresses of locations where the Computer Backup Software being proposed is currently being used for similar systems, a contact person (software user), phone number and type of software being used at each location. Technical: For each Computer Backup Software application being offered, list the software name, version and product release date in writing. Offeror shall provide in writing shall provide in writing a list of each Numbered Functional Requirement that their software meets or exceeds and technical literature that demonstrates compliance. Offeror shall include the following signed certification with its list: ``I certify that the named Computer Backup Software being proposed by version and release date complies with each Numbered Functional Requirement as listed below:'' (offeror must list each numbered functional requirement their Computer Backup Software meets or exceeds by product offered; e.g., Software name, ver. 2.1, release date 12/15/96 complies with the government functional requirements: 1,2,3,5,6,7 and 9). Based on the evaluation criteria stated above, the Government will determine which firm(s) will proceed with a Live Test Demonstration (LTD) of its proposed Computer Backup Software. The LTD will be conducted on Government provided hardware and software in the Gulf of Mexico OCS Regional Office, New Orleans, LA, within 15 days of receipt of proposals. The government will provide the LTD test plan to those offerors selected for participation in the LTD. The existing Government Furnished hardware and software that will be used during the LTD includes: Novell 4.1, Solaris 2.X, Oracle 7, SUN SPARCserver 2000, Dell Omniplex 90 microcomputer, Exabyte 8505XL and Exabyte 4/80 tape jukebox. Each offeror is responsible for loading its proposed Computer Backup Software and running the LTD in New Orleans, LA. The following provisions/clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 95), FAR 52.212-2, Evaluation-Commercial Items (Oct 95), FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Oct 95), FAR 52,212-4, Contract Terms and Conditions-Commercial Items (Oct 95), and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Oct 95). Reference also FAR 52.216-18, Ordering (Apr 84), by inserting ``date of award'' through ``9/30/2000''; FAR 52.216-19, Delivery-Order Limitations (Apr 84), for minimum order by inserting ``$50,000'' and for maximum order (1) ``$50,000'' and (2) ``$400,000;'' and, FAR 52.216-22, Indefinite Quantity (Apr 84) by inserting ``9/30/2000''.
